G.A.A.D.D.S. Program Presentation Draft
Most will tend to agree that alcoholism, drug abuse and public assistance have reached
epidemic proportions. In fact, substance abuse is widely accepted as one of the greatest
contributing factors in the cause of individuals to experience the dual reliance of welfare
dependency and drug dependency as a way of life. Not everyone on welfare rolls are
chemically dependent. However, the percentages are high enough that any attempt at welfare
reform or a movement toward self-sufficiency must include treatment of chemical dependency
as a primary goal.
Today, we are pleased to acknowledge individuals who have begun the process of addressing
the fundamental lifestyle changes that inevitably will lead to self-sufficiency.
