ACCEPT the resignation of Bruce Peaslee as the SEIU, Local 535 representative on the Equal Employment Opportunity Advisory Council . 2 . APPOINT to the Equal Employment Opportunity Advisory Council as the SEIU Local 535 representative for an unexpired term ending November 30, 1993: Yvonne Berry-Gupton c/o Social Services Department BACKGROUND: There are two labor seats on the Equal Employment Opportunity Advisory Council . The employee organizations which represent County employees rotate in membership on these seats. , SEIU, Local 535 has one of the two seats currently. The term for this seat ends November 30, 1993. Bruce Peaslee has been serving as the Local 535 representative, but has been unable to attend the meetings of the Advisory Council. As a result, the Advisory Council suggested that the California Nurses ' Association (CNA) be asked to appoint a representative to replace Local 535 . However, CNAis not the next , employee organization for this labor seat. AFSCME, Local 512 will be entitled under the existing rotation plan to this seat as of November 30, 1993 . Van Marte sistant County Administrator SUBJECT: REPLACEMENT OF LABO REPRESENTATIVE ON THE EQUAL EMPLOYMENT OPPORTUNITY ADVISORY COUNCIL Attached is a memo from the Chair of the Equal Employment Opportunity Advisory Council (EEOAC) asking that SEIU Local 535 be replaced by the California Nurses ' Association (CNA) since the representative from Local 535 has not been attending meetings of the EEOAC. I have discussed this issue with Bruce Peaslee, the SEIU Local 535 representative on the EEOAC. He admits that he has had difficulty attending meetings and has also had difficulty getting an alternate who is willing to attend meetings . However, he has now located an individual who is interested in attending as Local 535 ' s representative. While Mr. Peaslee says he has no problem with replacing Local 535 with CNA if that is the Board of Supervisors ' choice, he would prefer that his new appointee have an opportunity to fill out the balance of his term. Staff would, therefore, recommend that Mr. Peaslee be replaced by Yvonne Berry-Gupton, rather than replacing Local 535 with CNA. Obviously, if Ms . Berry-Gupton does not attend regularly, it would be appropriate for the EEOAC to bring this fact to the attention of the Internal Operations Committee. In jeral Operations Committee From: nan Dumas, Chair - vry Council on Equal employment Opportunity Subject: Union Membership The Advisory Council on Equal Employment Opportunity request that the Internal Operations Committee designate the California Nurses Association the union that will replace SEIU on the Advisory Council . This request is made because SEIU's representative has not attended more than half of the meetings and when notified, they have not responded by sending a representative to the meetings. The California Nurses Association is the next union scheduled for the Advisory Council based on your previously approved rotation schedule for unions. We would appreciate your immediate approval to our recommendation so we can continue to meet with the full number of representatives . EK:ct memo.3
