Contra TO: BOARD OF SUPERVISORS .IG Costa FROM: PHIL BATCHELOR County f+0 •.Y J' County Administrator °r.....-....r DATE: May 18, 1993 SUBJECT: STATUS REPORT ON FIRE DISTRICT SAVINGS AND FUNCTIONAL INTEGRATION Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATION• Acknowledge receipt of report from the County Administrator regarding current fire district savings and the status of the functional integration of the five merit system districts. REASONS FOR RECOMMENDATION/BACKGROUND: On May 4, 1993 the Board of Supervisors directed the County Administrator to provide a status report on May 18, 1993 regarding fire district savings to date from various sources and a summary of progress made toward functional integration. In prior reports, savings related to the retirement of two fire chiefs and four assistant chiefs were estimated to be approximately $758,000 per year after covering the one-time cost of early retirement of $400,000. The actual gross annual cost savings resulting from the early retirement is approximately $791,000 in salaries and benefits. The retirements reflect a reduction of chiefs and assistant chiefs from a total 11 to the current integrated structure of one chief and three assistant chiefs. In addition to the savings related to the early retirement previously identified, there are 21 other vacant positions ranging from clerical to battalion chief which are being held open until the total functional integration plan is developed and implemented. The annual savings of these additional vacant positions is approximately $1,853,000 for a total current annual savings of $2,644,000. It should be noted that some of these vacant ::: positions will need to be filled to implement the functional integration plan. Fire Districts ' United Professional By: , DEPUTY Firefighters Local 1230 I� T. r - Status Report on Fire District Savings and Functional Integration Page 2 May 18, 1993 Since the establishment of the interim integrated management structure, Chief Allen Little acting on behalf of all five districts, with the involvement of fire district management staff and the County Administrator 's Office, has been working on the development of several elements of functional integration and cost savings. Chief Little has been meeting with the Commissions and staff of the five districts to develop the integration plan. Fire district management, representatives of the County Administrator' s Office and the County' s fire district consultant have met with the firefighters union, Local 1230, on an informal basis. There have also been three ( 3 ) meet and confer sessions between district management and Local 1230. As the development of the functional integration plan has been underway, various aspects of district operations, in addition to the management structure, have begun to be integrated. Budget, personnel, labor relations and affirmative action matters for the five districts are in the process of being centralized under the two Administrative Services Officers. Plan checking and permit issuance for the unincorporated areas and the cities that contract with the County for building inspection service are being centralized in the Central Permit Bureau in Martinez. The benefits of these and other functional integration actions will be reflected in the fire district cost reduction report to the Board on June 22, 1993 . i
