I am writing to ask for your support for AB 1624, a bill which I have introduced and which
will be heard in the Assembly Rules Committee soon. I am enclosing a copy of this bill.
AB 1624 would make available by electronic access all bills, bill histories, bill status, bill
analyses,votes in committees and on the floors,veto messages,and the daily files(includes
hearing schedules)of each house. I will be amending the bill to include the California Codes
and Constitution. Anyone with a computer and modem will be able to access this
information. You will not need to purchase any hardware to use the proposed system if you
currently subscribe on-line.
At this time, the only way to get this information by computer is to subscribe through an on-
line provider. These costs, which include long-distance telephone charges, are quite
expensive. I believe this information should be made available, if not for free, then at a
nominal cost levied only to recoup the costs of providing the service. Should you elect to
receive the legislative data you require through the proposed system, you will save your
county the amount you are currently paying to the private on-line providers.
For your information, the U.S. Supreme Court, the White House, the State of Hawaii, and
many cities in California already make information available electronically.

LEGISLATIVE COUNSEL'S DIGEST
AB. 1624, 'as irltroduced, Bowen. . Legislature:,.legislative,

Under existing ,law, all meetings of a house- of the -
Legislature or a committee thereof are required to be open
�. .+ and public, unless specifically exempted, and any meeting
that is required-'to be open and public, including specified
closed sessions,,may be held only after full and timely notice`.
to:the public as provided by the Joint Rules of the Assembly- .
and Senate:
This bill would make legislative (findings.and'declarations
that the public should be informed, to 'the fullest extent
possible as to the time, place,,and agenda for each meeting.
This bill would require the Joint Rules Committee of the
Sena' and:AAssembly,to make available to the State Library
in electronic form on each day' that. either house of the
Legislature is in session specified information concerning bills
and the, proceedings of.ttie houses and committees .of the
Legislature.
This bill would require, the Slate Library to .'establish, a
system whereby this information is available to the public by
means of access through a computer modem.

2The people of the State of California do enact as follows: •'
1 SECTION 1.. Section 9027.5 is added to the
2 Government Code, to read:
3 9027.5. (a) The Legislature 'finds and declares that
4 the public should be informed to the fullest extent •
5 possible as to the time, place, and agenda for each
6 meeting of the houses and committees of the Legislature.
7 The Legislature further finds and declares that it is
8 desirable to .make timely.information regarding these
9 proceedings available, to each member of the public,
10 irrespective of where he or she resides.,
11 (b) The Joint Rules Committee, of the Senate and
12 Assembly shall make available 'to the State Library in
13 electronic form on 'each day that either house of the
14 Legislature is in session, all of the following information:
15 (1) The most recent Assembly Daily File and Senate
16 Daily File.
17 (2) The text of each bill introduced in each current
18 legislative session, including all amended forms.'of the •
19 bill, the bill history, and the bill status.
20 :(3) All bill analyses prepared in connection with each
'21 bill.
22 (4) Vote information concerning each bill.
23 (5) The veto message, if any, concerning each bill.
24 (6)- The daily legislative- schedule, including the '
25 location and-time set for all floor sessions.and,committee
26 hearings.
27 (c) The State Library shall establish a system whereby
28 .the information specified in subdivision (b) is available.to
29 the public by means of access through a computer .
