Martinez, Acting Executive Director DATE: May 18, 1993 SUBJECT: SUMMER DEVELOPMENT PROGRAM FOR EL PUEBLO, CA011005, PITTSBURG - PRE-SCHOOOL COORDINATING COUNCIL, INC. SPECIFIC REQUEST(S) OR RECOMMENDATION(S)IONS)&BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE summer Child Development Program for children of E1 Pueblo, to be operated by the Pre-School Coordinating Council , Inc. , and APPROVE $7,500 from the Housing Authority's Local Management Fund to fund this program; and AUTHORIZEthe Acting Executive Director to execute any documents necessary to implement the program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Housing Authority has adequate funds in the. Local Management- Fund to cover the cost of this program. III. REASONS FOR RECOMMENDATION/BACKGROUND: Since 1989 the Housing Authority has funded a summer Child Development Program for children 2-1/2 to 5 years of age at E1 Pueblo in Pittsburg. The program was very successful . A proposal has been received from the Pre-School Coordinating Council , Inc. to operate a similar program this upcoming summer for 20 children, from 2-1/2 to 5 years of age, who live in the E1 Pueblo-public housing development. This six week program would begin on June 21,° 1993 and end on July 30, 1993, at a cost of $7,500. In 1992 the Housing Authority funded a four week summer program for 18 children for a four week period at a cost of $7,500. Staff recommended to the Advisory Housing Commission that a similar program be funded for 1993. The Policy & Strategy Committee of the Advisory Housing Commission received this Child Development Program proposal on May 19, 1993 and has recommended that a four week program, at a cost of $7,500, be funded from. Housing Authority Local Management funds. The Budget Committee reviewed this proposal and recommended that the program be funded at 1992 levels again this year. At its Regular Meeting on Monday, May 19, 1993 the Advisory Housing Commission voted to recommend approval of a four week summer Child Development Program for the children of E1 Pueblo, to be operated by the Pre-School Coordinating Council , Inc. and to allocate $7,500 in Local Management funds for the operation of the program. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $7,500 from Housing Authority Local Management Funds to authorize the 1993 Summer Child Development Program at El Pueblo, CAL 11-5, Pittsburg, the 2-1/2 to 5 year olds of that area will be deprived of a very successful program which provides recreational , educational and social activities to its participants. Martinez : The Pittsburg Pre-School Coordinating Council , Inc . , proposes to operate a six (6 ) week Child Development Program for 20 children , between the ages of 22 and 5 ( pre-kindergarten) , exclusively for families residing in the El Pueblo Housing Community Project at a cost of $12 , 000 , beginning June 21 , 1993 to July 30 , 1993 . PSCC will provide the following educational activities : 1 . Social Emotional : Child will advance in social /emotional growth through sharing and interaction with . teacher to solve class room conflicts and to promote good self- image . 2 . Language : Children will express their feelings in words , using language and arts activities . 3 . Physical Development : Children will be able to demonstrate motor skill achievements through the use of the Motor Skill Assessment Checklist . 4 . Children will develop cognitive skills through the use of the Cognitive Development Checklist . All children enrolled will be served breakfast , lunch and an after - noon supplement . The program will operate between the hours of 8 : 30 a .m. to 3 : 30 p .m. , for a period , not to exceed six ( 6 ) weeks , beginning June 21 , 1993 , ending July 30 , 1993 , for a total of 29 days .
