HomeMy WebLinkAboutMINUTES - 05181993 - 1.38 TO: BOARD OF SUPERVISORS s Contra Costa FROM: / Phil Batchelor, County Administrator s County DATE: May 18, 1993 CpUK SUBJECT: Joint Use Agreement. with Martinez Unified School District for Parking SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Director of the General Services Department to execute a Joint Use agreement with the Martinez Unified School District for development and use of parking for the Merrithew Memorial Hospital staff . BACKGROUND: The Board on March 3, 1992 authorized and directed the County Administrator and the Health Services Director to negotiate with the Martinez Unified School District for joint development of parking at the Alhambra High School for use by the staff of the hospital and the school district. Meetings have been held ,with the. District and County staff since that direction was given and an agreement has been worked out. The District has proceeded with design and obtained bids for the next phase of the school rebuilding, including the parking lot for joint - use. The District Board met on May 11, 1993 to approve the agreement and to accept the bid for the project. The agreement provides for development of 120 parking spaces for the exclusive use of Merrithew staff in return for a one-time development cost of $342,850. Funds have been budgeted in the Hospital Replacement Project to cover these costs . The agreement is for a 25-year term and includes sharing of the annual cost of maintenance of the joint lot. The District has not included any cost for the use of the District property since they will -have use of the spaces after working hours and weekends for school events . The construction project will displace some parking and disrupt circulation patterns on the hospital campus . The additional staff parking will provide relief from these complications . The new parking is scheduled to be available in late summer or early fall of 1993, which will be well timed with the early start of the site work for the hospital project. The cost of the parking development was planned into the bond issue for the hospital project and is eligible for reimbursement under the SB-1732 funding for the entire project. Without the joint development with the District, the hospital would have had to find and purchase property as well as cover the cost of development of additional parking. An alternative would have been to pay for shuttle service parking at remote sites . The proposed agreement with the District is an excellent arrangement for both the hospital and the District.
