IN THE MATTER OF ] RESOLUTION NO. 93/239
Supporting Single ]
Payer Health Care ]
Whereas, two thirds of the uninsured are working people or
their dependents whose jobs provide no health care benefits and who
do not qualify for public health care; and
Whereas, workers earning minimum wage would have to pay
between 35-40% of their income for a basic health insurance policy
for a family of four; and
Whereas, except for South Africa, the United States lags
behind all other countries in the industrial world in access to
health care; and
Whereas, the private insurance system diverts billions away
from health care and into administration, marketing and profits;
and
Whereas, 81 million people below the age of 65 have medical
problems for which insurance companies charge higher premiums,
exclude coverage or deny it altogether; and
Whereas, since 1971, Canada has eliminated private health
insurance and has shown national health care works and keeps costs
down because it is universal .
Whereas, because the American Health Security Act of 1993,
legislation cosponsored by Senator Paul Wellston (D-MN) , and by
Representatives George Miller(D-CA) , Jim Mc.Dermott(D-WA) and John
Conyers (D-MI ) , establishes the National Health Security program
which will replace most Private Health Insurance.
Therefore, we, the Contra Costa County Board of Supervisors
does hereby go on record supporting the single payer system of
national health care and does support the American Health Security
Act of 1993 .
PASSED AND ADOPTED this day of May 11, 1993, by unanimous vote
of the Board members present.
I hereby certify that the foregoing is a true and correct copy of a
resolution entered in the minutes of the Board of Supervisors on the day
aforesaid.
