I. Recommended Action:
APPROVE Contra Costa County's Priority List for Transportation Development Act Article 3 funds
for Bicycle/Pedestrian Path projects for Fiscal Year 1993-94, and direct the Clerk of the Board
to forward the list to the Metropolitan Transportation Commission (MTC) for final approval and
allocation of funding effective July 1, 1993.

III. Reasons for Recommendations and Background:
In 1978, a procedure was recommended by the Conference of Mayors and adopted by the
County Board of Supervisors to insure county-wide consensus in funding bicycle and
pedestrian projects with TDA money. In accordance with that procedure, each City and the
County submitted applications for 1993-94 TDA funds for bicycle and pedestrian facilities.
The TDA Subcommittee, a subcommittee of the City/County Engineering Advisory
Committee (CCEAC), met in early January to review the TDA applications submitted for
funding consideration.
Thirteen projects, totaling almost $1,300,000, were reviewed by the subcommittee. This
year's subcommittee is made up of representatives from El Cerrito, Concord, Antioch, the
Metropolitan Transportation Commission, the County, the East Bay Bicycle Coalition, the
Regional Bicycle Advisory Committee and the East Bay Regional Park District. The attached
exhibit lists all of the submitted projects.
MTC has estimated that $372,494 would be available for 1993-94 TDA Article 3 funds in
Contra Costa County. Based on the criteria established to prioritize proposed projects, the
subcommittee recommended that the CCEAC accept a proposed project list for the 1993-94
TDA Article 3 funds and forward the project list to the Conference of Mayors.
On March 4, 1993, the Contra Costa Conference of Mayors approved the proposed priority
list.
The priority list has been reviewed by the Transportation Committee.
The CCEAC requests approval of the project list for the 1993/94 TDA Article 3 funds.
Subsequent to adoption of the list by the Board of Supervisors, the priority list must be
forwarded to the Metropolitan Transportation Commission for final approval and funding
allocation.

IV. Consequences of Negative Action:
Failure to approve the proposed list will result in a delay in the MTC process of allocating
TDA funds in the Contra Costa County area.
