Dear Chairman Torlakson: At the regularly scheduled meeting of the Aviation Advisory Committee on April 20, 1993, the AAC examined potential conflict between the new Byron Airport and the proposed Mountain House Town in.San Joaquin County. As you are aware, this new airport has not yet started the main part of construction. It will encompass somewhat over 1,300 acres and Will ultimately accommodate approximately 400 aircraft. The airport is being designed so that the runway length can be up to 6,000 feet which will accommodate the small air carrier type aircraft. One of the major concerns given by the Board of Supervisors in selecting this site originally was that it be located in an area relatively free of noise issue`s. The intention is to have very few restrictions put on this new airport, at least in the early stages of development. We anticipate that a certain amount of noisier aircraft traffic (particularly some of the older corporate jets) may elect to operate at the Byron Airport. Mountain House Town will be located approximately four to six miles on final approach to the main runway at Byron Airport. This will ultimately be our precision instrument runway. In fact the outer marker, which is a "fix" for final approach to the runway will probably have to be located in or near the new.town. The Manager of Airports was asked to develop a potential noise impact over this new town. Mr. Wight had one of the airports' consulting firms prepare a single event overflight contour. They used one of the older, noisier jets for this overflight contour. On landing, the 70 to 80 dBA noise contour will cover a substantial portion of the town. Aircraft taking off will put noise contours in the 90 dBA range over a good portion of the town with 80 dBA covering nearly the entire town. The AAC supports the idea of a new town in. the vicinity of the Byron Airport. We feel that a new town will enhance the utility of the new airport, as well as the economic viability of the new airport. However, the AAC believes that Contra Costa County Airports should not be responsible to the new town for noise issues. We are.anticipating that within a few years the new airport will have 100,000 or more annual operations. While many of these operations will be touch and go, there will still be. at least 50,000 transient operations per year. A high percentage of these may fly over the new community. The Manager of Airports advises that he and Bob Drake of the ALUC staff are having meetings with the San Joaquin County staff on these matters. The AAC, however, suggests that direct correspondence from the Contra Costa County Board of Supervisors to San Joaquin County Board of Supervisors may be appropriate addressing these issues.
