As you probably know, Lake Alhambra is, and has been over the past 30 years, the only collection and settling basin on Alhambra Creek. Alhambra Creek,and therefore Alhambra Lake, receive all the storm water runoff and gutter drainage from all of Antioch east of Lone Tree Way,then all the way to Oakley. Over the past 30 years Lake Alhambra has been the collector for all the streets' runoff, carrying oils, soaps, detergents, fertilizers, chemicals, debris, and much more. Each year there are several sewage overflows and spills which run directly into Lake Alhambra. This constant barrage of contaminated drainage into Lake Alhambra has been the basis for two lawsuits with the City of Antioch, in 1980 and 1985. In recent years the membership has spent in excess of$40,000 yearly and in several years over$50,000 cleaning up the mess which constantly drains into Lake Alhambra. My point is that the membership of Lake Alhambra Property Owners Association has paid dearly for 30 years with enormous amounts of money, hard work, and frustration to clean up and control Contra Costa County's and Antioch's storm water runoff environmental contamination. Past and present boards have argued this is not and has never been the sole responsibility of the Lake Alhambra residents. The City and County should have been paying the lion's share of these costs for the past 30 years. We feel that, under the previously-mentioned circumstances, it is unconscionable to suggest that the residents of Lake Alhambra now pay an additional fee to pay for what they alone have been supporting for over 30 years. I request that you exempt the 245 lots in the Lake Alhambra Property Owners Association from any storm water runoff fees. I also request that, with a portion of the funds collected, finally the rest of the City and County residents start paying their fair share of the costs of maintaining Lake Alhambra.
