SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
ADOPT position opposing Section 1 of AB 1970 (Morrow) , and AUTHORIZE
the Chair to execute letters to our legislative delegation so
indicating the Agency's opposition.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
AB 1970 is a comprehensive bill that deals with Public Works
contracting matters. Section 1 of AB 1970 would provide that no
Redevelopment Agency can require the payment of prevailing wages with
respect to private works of improvement.
Since 1988, the Contra Costa County Redevelopment Agency has required
the payment of prevailing wages on projects in which the Agency enters
into a contractual agreement (Disposition and Development Agreement) .
Section 1 of AB 1970 would seem to preclude implementation of the
County's prevailing wage requirement (Resolution RA 88-9) .

RE: AB 1970
Since 1988 the Contra Costa County Redevelopment Agency has required the payment of
prevailing wages with respect to private projects being undertaken pursuant to agreements with
the Redevelopment Agency. The Agency has found these requirements to be of benefit in terms
of project quality, and has not found them to be either onerous in their application or difficult
to administer.
Section 1 of AB 1970 would preclude the Agency making the payment of prevailing wages a
requirement under our agreements. This is a matter of local, and not State, concern. The
Agency has been well served by the prevailing wage requirement in terms of both the quality
and timeliness of development projects. For these reasons, we are going on record as opposing
Section 1 of AB 1970.
