Martinez, Acting Executive Director DATE: May 11, 1993 SUBJECT: RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR ONE YEAR FUNDING FROM THE SAN FRANCISCO FOUNDATION FOR A YOUTH DEVELOPMENT CENTER PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3676 APPROVING submission of an application for funding of $53,000 under a San Francisco Foundation Grant to implement and administer a year-round Youth Development Center program at Las Deltas, CA011006, North Richmond, and AUTHORIZE the Executive Director of the Housing Authority to execute all appropriate documents required by the application guidelines, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The Housing Authority will apply to the San Francisco Foundation for a $53,000 grant Program. III. REASONS FOR RECOMMENDATION/BACKGROUND: On January 28, 1993 a Letter of Interest was submitted to the San Francisco Foundation inquiring about the prospects jor a grant from the Foundation to contract with Salesian Boys and Girls Club for a year-round education and youth development center at Las Deltas, CA011006, North Richmond. Following review of the Letter of Interest, the San Francisco Foundation invited the Housing Authority to submit a formal grant application in the amount of $53,000. The Salesian Youth Development Center will focus on building self-esteem, self-awareness, intercultural awareness, and drug abuse prevention through an emphasis on the value and need for education. The program will consist of a multi-faceted recreational program, "Just Say No" Club and a tutorial program. The anticipated interest and motivation of the youth is expected to lower the current high school drop-out rate by encouraging youth to stay in school . Housing Authority staff has requested authorization to submit an application for $53,000 to the San Francisco Foundation for a Youth Development Center Program, and at its Regular Meeting on April 19, 1993, the Advisory Housing Commission voted to recommend adoption of Resolution No. 3676. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3676 the Housing Authority of the County of Contra Costa would be unable to compete for the funding necessary to implement and administer a year-round Youth Development Center program at Las Deltas, CA011006, North Richmond. 1-6T THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3676 RESOLUTION INDICATING REVIEW AND APPROVAL OF AN APPLICATION FOR FUNDING FROM THE SAN FRANCISCO FOUNDATION AND AUTHORIZING EXECUTION WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the County of Contra Costa to provide decent, safe and sanitary housing and to take a holistic approach in meeting the needs of its residents; and, WHEREAS, the Housing Authority of the County of Contra Costa ("PHA") desires to apply to The San Francisco Foundation for a $53,000 grant to fund an on-site Youth Development Program at Las Deltas, in North Richmond. The Youth Development Center will focus on building self-esteem, self- awareness, inter-cultural awareness and drug abuse prevention through education, tutorial , multi-faceted recreational and "Just Say No" programs; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners that the Executive Director is authorized to submit an application for funding from the San Francisco Foundation and to execute and submit all appropriate documents required by the application guidelines; and, This Resolution shall be effective immediately.
