SUBJECT: Approval of Exchange of Use Contract #26-023-48 with
the Martinez VA Outpatient Clinic (VAOPC)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Frank Puglisi, Jr. ) to execute on behalf of the County, Exchange of
Use Contract #26-023-48 with VAOPC for the period April 1, 1993
through March 31, 1994, for provision of certain specialized medical
services by each party.
II. FINANCIAL IMPACT:
This Contract is funded in the Health Services Department's Enterprise
I Budget. Under the terms of this Exchange of Use Contract, County's
Merrithew Memorial Hospital will provide certain medical services for
VAOPC patients, and VAOPC will provide certain medical services for
County's patients. Each party will be paid a fee for service in
accordance with the fee schedules incorporated in the Contract.
The services provided for County's patients under this Contract are
billable to patients and third party payors.
III. REASONS FOR RECOMMENDATIONSIBACKGROUND:
For many years, the County maintained a contractual relationship with
the Martinez Veterans Administration Medical Center, through a mutual
sharing agreement, which has made available to the County specialized
medical services not available at Merrithew Memorial Hospital and
Clinics due to lack of resources, equipment, and personnel.
The Medical Center has closed, but under this new sharing agreement,
the VAOPC will continue to provide specialized laboratory testing,
radiology services, nuclear medicine studies, CT scans, MRI's,
dermatology, gastroenterology, urology, audiology and speech, and
opthalmology services for the County. The County will provide
Emergency Room treatment and inpatient care, including certain
ancillary services, for VAOPC-referred patients.
The Contract documents have always been prepared by the Veterans
Administration.
