Social Service Department, or his designee, to negotiate and execute a contract with Blake Associates to determine eligibility status and file with Social Security for Supplemental Security Income for children in federal and nonfederal foster care for the period of June 1, 1993 through May 31, 1995 for a total of $492 , 000. The County will pay on a contingency fee basis of $820 per case after benefits are approved by the Social Security Administration. FISCAL IMPACT: The successful implementation of this contract for a review of potentially SSI eligible children in foster care placement will result in reduced County general fund costs. Currently, the County Social Service Department is paying a 30-60% share on this class of children. If they are determined eligible for SSI as a result of this review, _Social Security will reimburse the Federal, State, and County costs of the foster care placement up to the SSI maximum of $736. There will be additional workload created that will require the addition of a position to oversee the management and accounting functions associated with these cases. This additional administrative cost will be offset by County general fund savings in placement costs. This annual net savings is estimated to be in excess of one million dollars. This has been the direct result of a court ruling establishing separate criteria for SSI eligibility for foster children. The department is projecting that a limited number of children will be eligible for SSI which will proportionally offset the County share of costs at either 30% or 60%. The department is projecting significant savings to cover the cost of the contract, as well as, any additional staff necessary to support this project. NEGATIVE IMPACT: There will be a loss in offsetting revenue against County General funds and a deprivation for some children of additional funds to meet other needs when SSI exceeds the cost of foster care.
