L Cancra /; �. + FROM: Phil Batchelor, County Administrator f Costa Z County DATE: May 6, 1993 SUBJECT: LEGISLATION: AB 1741 (BATES) REGARDING INTEGRATED CHILD AND FAMILY SERVICES SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT a position in SUPPORT of AB 1741 by Assemblyman Tom Bates which will establish pilot programs in several counties to test the efficacy of allowing each county to combine a variety of funding streams in order to fund a single integrated service delivery system for high risk children and families . BACKGROUND: Existing law encourages counties, school districts, and other entities providing child and family services to coordinate or integrate their efforts . Specific prior efforts in this direction include: 1 . SB 997 (Chapter 1303, Statutes of 1989) , the Interagency Children' s Services Act, which provides incentives for interagency collaboration by allowing counties that complete a specified planning process to receive waivers of state regulations regarding single agency operation, staffing requirements, and auditing and accounting requirements . 2 . SB 620 (Chapter 759, Statutes of 1991) , the Healthy Start Program, provides technical assistance, planning grants, administrative waivers, and funding to community-based collaborative efforts to provide health and human services through the schools . ACR 124 (Harris, 1990) requested the Senate and Assembly Offices of Research to cooperate with the Family Welfare Research Group at U.C. Berkeley to develop a model system of health, education, and social services to meet the needs of ,families in communities with high drop out and teen pregnancy rates, persistent unemployment, and extensive poverty. The model Neighborhood Family Services Organization (NFSO) was developed and AB 831 of 1991 (Bates) reflected that model . In a report which the Board of Supervisors approved on May 4, 1993, the Internal Operations Committee recommended that staff bring a report back to the Board on AB 1741 (Bates) , in connection with the Board' s efforts to restructure the delivery system for human services in Contra Costa County. In response to that recommendation, staff has prepared the following summary, which relies in large part on the Committee analysis done of AB 1741 by staff for the Assembly Human Services Committee, which Assemblyman Bates chairs . AB 1741, as amended April 12, 1993: 1 . Makes findings regarding the worsening conditions of children in California, the inadequacy of current child and family service delivery systems, and the myriad of separate funding streams that hinder efforts to offer services more comprehensively. 2 . States the intent of the Legislature to encourage the development of comprehensive, collaborative, and integrated systems to deliver services to children and families and to further those efforts which are currently underway. 3 . Establishes a five-year pilot program, in up to five counties, to test the efficacy of allowing each county to combine a variety of funding streams in order to fund a single integrated service delivery system for high risk children and families . 4 . Requires the Governor or his designee to: A. Select the counties to participate in the pilot, giving priority to those with large populations of high risk, low income families and those that have demonstrated their readiness to offer integrated services . B. Provide any needed state-level interagency coordination. C. Offer technical assistance to participating counties . D. Apply for any necessary federal waivers, and E. Monitor and evaluate the pilot projects based on performance measurements to be outlined by the counties . 5 . Requires participating counties to: A. Establish or designate a child and family interagency coordinating council to plan, implement, monitor, and evaluate the project. The council must include the county superintendent of schools; a representative of the juvenile justice system; county, city, and school officials responsible for the services and funds included in the pilot project; and representatives of service providers and recipients . B. Establish a special fund into which state and local moneys will be deposited for the integrated service system. Moneys that may be deposited into the special fund include those for adoption services, child abuse prevention, child welfare, delinquency prevention, drug and alcohol services, employment and training, eligibility determination, health and mental health services, juvenile facilities and probation services . -2- Local education agencies and cities may also contribute moneys . to the special fund. C. Submit a plan for the use of the consolidated funding that describes the population and geographic area to be served; how the funds will be used; and a proposed evaluation process to measure baseline and annual performance outcomes . D. Submit to the Governor, or his designee, interim evaluation reports after the second and fourth year of the project and a final evaluation after the fifth year. 6 . Allows participating counties to begin July 1, 1994, or July 1, 1995, depending on the county' s need for further planning. 7 . Specifies that the amount of consolidated funding for any geographic area included in a pilot project may not exceed the total funding allocated to that area prior to the project. 8 . Deems a pilot project successful if outcomes that are measured show improvement, on average, over baseline performance. 9 . Sunsets the project January 1, 2001 . This project appears to be entirely consistent with the directions being taken by the Board of Supervisors with the Youth Services Board and the Healthy Start Projects in North Richmond and West Pittsburg. The Governor, or the Governor's designee, 17 shall, not later than March 1, 1994, select up to five 18 eligible participating counties for the program. Priority 19 shall be given to counties with large poptdations of 20 low-income, high-risk, multiproblem children and 21 families, and counties that have demonstrated readiness 22 for consolidated funding through the development of 23 county or neighborhood integrated, collaborative 24 services programs. 25 18987.1. Each participating county shall be given the 26 option to Implement the pilot program on, either July 1, 27 1994, or July 1, 1995, according to the participating 28 county's need for further planning. 29 18987.15. The Governor or the Governors designee 30 shall be responsible for all of the following.- 31 ollowing:31 (a) Provision of any needed state interagency 32 coordination. 33 (b) Provision of technical assistance to the counties 34 participating in the pilot program. 35 (c) Applying to the federal government for any 36 federal waivers necessary to carry out or enhance 37 projects under the pilot program. 38 (d) Monitoring and evaluating the pilot program, 39 based on performance measurements outlined in county 40 plans. 98 140 r —5— AB 1741 1 18987.2. The plan shall contain all of the 1 140 98 160 AB 1741 —6- 1 following: 2 (a) Identification of the county or the area within the 3 county to be served by consolidated funds. 4 (b) A description of the population to be served, the 5 amount and types of current services provided to that 6 population, and the needs to be addressed by the project. 7 (c) A description of the services to be funded by the 8 county child and family services fund. 9 (d) (1) An identification of the state and local funds to 10 be consolidated and how those consolidated funds shall i 11 be used. 12 (2) If applicable, a description. of how consolidated 13 funds will be used in conjunction with existing 14 collaborative,integrated, comprehensive services efforts. 15 (e) A description. of an evaluation process that will 16 measure baseline and annual performance outcomes for 17 the services included in the pilot program. The 18 evaluation shall also identify obstacles encountered in 19 implementation of the pilot program. 20 18987.35. The board of supervisors of each 21 participating county shall submit, to the Governor or the 22 Governor's designee, all of the following: 23 (a) Interim evaluation reports on the implementation 24 of the pilot program, to be submitted following the 25 second and fourth year of the implementation of the pilot 26 program. 27 (b) A final evaluation of the pilot program, to be 28 submitted not later than six months after the completion =. 0 29 of the fifth year of the implementation of the pilot ` 30 program. 31 18987.4.
