SUBJECT: Approve Plans and Specifications and Advertise for bids for the Oakley Road-Empire
Avenue Reconstruction-Signalization Project.
Project No. 0662-6134235, CP # 91-84 and 92-59.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Tuesday, June 8, 1993, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and
AUTHORIZE the closure of Oakley Road to through traffic between Live Oak Avenue and Empire
Avenue for approximately 12 weeks with the exception of emergency vehicles and local
residential traffic.
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $765,000, funded by Developer Contribution (12%)
Deferred Improvement Agreement (7%) Oakley/North Brentwood Area of Benefit (55%), State
Transportation Partnership Program (15%), Diablo Water District (11%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to establish a new horizontal and vertical alignment of Oakley Road,
provide bicycle lanes on Oakley Road, and to improve the"efficiency of the Oakley Road/Empire
Avenue intersection.

The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the
project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been
filed with the Clerk of the Board and copies will be made available to any interested parry upon request.
The Board reviewed and approved a portion of the project on January 28, 1992 and the remainder of
the project on September 15, 1992 and found, on the basis of the initial study and all comments
received, that there is no substantial evidence that the project will have a significant effect on the
environment and adopted the Negative Declaration in compliance with the California Environmental
Quality Act. The first Notice of Determination was filed with the County Clerk on February 7, 1992 and
the Second Notice of Determination on September 18, 1992.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
