HomeMy WebLinkAboutMINUTES - 04061993 - 2.4 4, A 2A THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on April 6, 1993 by the following vote: AYES: Supervisors Powers, Smith, Bishop, MCPeak and Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: Proposal. for Parcel Fee by CC Mosquito Abatement District The Board received a March 10, 1993 letter from the President of the Board of Trustees of the Contra Costa Mosquito Abatement District asking the Board of Supervisors to support its decision to establish .a parcel fee to support the District and to provide for the health and comfort of the citizens of Contra Costa County, The Board discussed the matter in some detail, including the various other fees and assessments now before the taxpayers of the County. IT IS BY THE BOARD ORDERED that the County Administrator .is requested to draft a letter for the Chair ' s . signature advising the Board of Trustees that the Board of Supervisors has determined that it is not in support of .a parcel tax for. the Mosquito .Abatement District but that is willing to discuss options for the District.. hereby certify that this Is a true and correct copy of C C: County Administrator an action taken and entered on the minutes of the County Counsel Board of Supervisorsthe date shown. The Board of Trustees of the Contra ELCERRITO Costa Mosquito Abatement District met March 8 to consider establishing a parcel DR.Sfdcwick MEAd fee to support the District and provide for the health and comfort of the citizens of HERCULES Contra Costa County.. The unanimous decision of the Trustees to proceed with the DR..Nir4om KAIkA process was made after careful consideration of the alternatives and is indicative of LAFAYETTE MARilyN Milby the importance of the issue. In this .case it is even more MORAGA burdensome because of the high percentage (up to 25%) of the fee which must be LoAiN WAXMA" dedicated to the collection of the fee by the county. We would have much preferred PINOLE to use the property tax established in the 1920's by the citizens when the District was VACANT formed. However, we must follow the law and the law provides us with the option PITTSBURG of a parcel fee or no parcel fee. The law does not provide a procedure to ask for ROBERT HUSSEy a vote of the people. Now that we have taken this step we hope the Board of WALNUT CREEK Supervisors.will..support us. NANcy BROwNfid.d I am also sorry that we were unable to arrive at a mutually satisfactory settlement to the lawsuit. .I believe that public agencies should not be suing each other but should be able to reach agreements and work together to solve the problems which arise from the needs of the citizens. However, the Board was convinced that the intent of the legislature was?clear and refers to follow this intent.
