Community Development Block Grant (CDBG) Program
Program Number: B-93-UC-06-0002
County of Contra Costa, CA
I am pleased to transmit to you the Fiscal Year 1993
Community Development Block Grant (CDBG) for the County of
Contra Costa in the amount of $3,799,000. Also awarded at
this time are additional reallocated funds in the amount of
$1,000 in Fiscal Year 1992 . The program year for the County
of Contra Costa begins April 1, 1993. As specified in the
Grant Agreement, costs may be incurred as of April 1, 1993.
We are forwarding copies of the Grant Agreement and
Funding Approval (three copies of HUD-7082) , which
constitutes the contract between the Department of Housing
and Urban Development and the County of Contra Costa, to
Harvey E. Bragdon, Director of Community Development, for
execution as your designee. Any special conditions related
to this grant are included in Item 11 of the Funding
Approval. Any special instructions and other requirements
for administering the grant are included in the enclosed
"Attachment to CDBG Grant Award" .
Please execute and return two copies of the Grant
Agreement to this office. Failure to execute and return the
Grant Agreement within 60 days of the date of this letter
may be construed as a rejection of the grant. HUD may then
determine that the funds are available for reallocation to
other grantees.
It is a national policy to award a fair share of
contracts to small and. minority business firms'.
Accordingly, affirmative steps must be taken to assure that
small and minority businesses are utilized, when possible,
as sources of supplies, equipment, construction and
services.

Attachment to Grant Award Letter
GRANTEE: County of Contra Costa, CA
GRANT NO: B-93-UC-06-0002
In order to amend your Line of Credit for the Fiscal
Year 1993 grant, it will be necessary for you to execute and
return two copies of the Grant Agreement. Upon receipt of
the executed Grant Agreement and other forms required to
amend your Line of Credit, HUD will transmit to you the
assigned Voice Response project number for this grant. If
there is a need to delete or add individuals authorized to
access the Voice Response System (VRS) , a VRS Security
Access Authorization Form (HUD-27054 ) must be prepared,
notarized, and returned to this office with the Grant
Agreement. Also, if there is a need to establish or change
the depository account to which these grant funds are to be
wired, a Direct Deposit Sign-up Form (SF-1199A) must be
completed by you and your financial institution and mailed
to this office.
CDBG Entitlement funds must be drawn down on a first-
in-first-out (FIFO) basis. This means that when requesting
CDBG Entitlement funds from you Line of Credit, you should
draw down all the funds awarded in previous years' CDBG
grants before drawing down funds awarded in this grant. All
earlier grants must be "zeroed out" before you draw down
funds awarded in this grant. Please note that the FIFO
method only applies to CDBG Entitlement program funds.
Certain activities are subject to the provisions of 24
CFR Part 58 (Environmental Review Procedures for the
Community Development Block Grant program. ) Funds for such
activities may not be obligated or expended unless the
release of funds has been approved in writing by HUD. A
request for the release of funds must be accompanied by an
environmental certification.
The special condition in your Grant Agreement and
Funding Approval concerning the review procedures under
Executive Order (E.O. ) 12372, Intergovernmental Review of
Federal Programs, and HUD's implementing regulations at 24
CFR Part 52 restricts the obligation or expenditure of funds
for planning or construction of water or sewer facilities
until the completion of the review process and HUD's removal
of the condition and written notification of release of
funds for such activities. Since you have not submitted

your final statement for review under E.O. 12372, we assume
you do not propose to use funds for activities subject to
review. However, the condition requires that in the event
you amend or otherwise revise your final statement to use
funds for planning or construction of water or sewer
facilities, you must receive written notification of the
removal of the condition and release of funds from HUD
before obligating or expending funds for such activities.
You are reminded that your Grantee Performance Report
for the 1992 Program Year is due in this office no later
than June 30, 1993.
