COSSEL CONTRA COSTA CO. . 16711 MARSH CREEK ROAD #134 CLAYTON, CA 94517 March 10, 1993 Contra Costa Board o'f Supervisors P'i ne Street Martinez, CA 94553 Re : Proposed Fire Service Tax Dear Chairman Torlakson and Board : While many people have been adversely affected by the defiant attitude of the owner of the Clayton Regency Mobile Home Park not implementing recommendations of the D.B. Flett report . Three families have lost their homes to fire while the fire department has only been able to watch them burn. 1) Why would a community lose each unit that became ablaze? We have a fire unit stationed within the compound . In each instance unit 51 from the Marsh Creek Road jail has had to be the responding unit . In almost all cases of emergency the park unit has been only a beacon for outside crews to locate so they could give assistance . Suggestion: Understanding that this 21 acres Mobile Home Park is private property, and the owner has a responsibility to furnish services for payment of rent . The county should require that the owner supply fire station facilities and training programs for paramedics and fire fighters through the Residents Association control . .2) Also, proximity ,to Marsh Creek Road places many units in harms way. It is a paradox that the county owns property into the park by road right—of—way easement which is rented to mobile home residents by the owner, and the owner rents adjacent property to the county for a fire station . This type of give away has voters. asking "why extra taxes?" Suggestion: To help reduce the current number of service needs and also potentially disastrous vehicular intrusion, the unit pads that are vacated and are located partially or totally on the county right—of—way should be left vacant by utilizing building permits requirements . Albiet, slow, this removal in time will create a safety zone which could be utilized for turnout and merging of traffic from Marsh Creek Road. I appreciate your acting on these issues .
