SUBJECT: RELOCATION CERTIFICATE/VOUCHER ASSISTANCE
I. RECOMMENDED ACTION:
ADOPT the proposed Affordable Housing Redevelopment Relocation Assistance
Amendment to the Housing Authority's Administrative Plan and APPROVE submission of
this amendment to the U. S. Department of Housing and Urban Development (HUD) for
approval , as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
None at this time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority supports the development of affordable housing and
understands that, with :the new laws regarding relocation of families, development
costs can increase dramatically when relocation expenses are included. To assist in
the development of new:or rehabilitated affordable housing in Contra Costa County,
the Housing Authority must amend it's Section 8 Administrative Plan to allow the use
of Section 8 Certificates and/or Vouchers for families who are to be displaced by a
redevelopment project in our jurisdiction.
Section 8 assistance will only be offered to families being displaced by a
redevelopment project that will result in affordable housing. Each redevelopment
project request for Section 8 assistance for displaced families will be considered on
an individual basis. Requests could only be -granted if the Housing Authority has
Section 8 Certificatesior Vouchers available.
At its Regular Meeting on Monday, March 15, 1993 the Advisory Housing Commission
voted to recommend adoption of the proposed Affordable Housing Redevelopment
Relocation Assistance Amendment to the Housing Authority's Administrative Plan and
submission of that amendment to HUD for approval .
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioner elect to not adopt this amendment to the
Housing Authority's Administrative Plan, the Housing Authority would be unable to
assist redevelopment agencies in this jurisdiction in their efforts to keep
development costs for affordable housing as low as possible.

E. Affordable Housing Redevelopment Relocation Assistance.
Redevelopment. projects in the jurisdiction of the Housing Authority of
the County of Contra Costa, which will result in the development of
affordable new or rehabilitated housing, may request Section 8
Certificate or Voucher assistance from the Housing Authority to
relocate fami,,lies currently residing in the units to be rehabbed
or torn down. Each redevelopment request for relocation assistance
will be considered on an individual basis by the Executive Director,
or his/her designee. Assistance can only be provided if the agency
has the Section 8 assistance available.
1. After a request for relocation assistance has been approved, the
Housing Authority will issue Certificates or Vouchers to eligible
families currently residing in the designated project.
2. Families fall under the general requirements in part "A" of this
Section.
3. Families must complete a Section 8 application, cooperate in
obtaining all required program documentation in a timely manner,
and attend a Section 8 briefing before they will be issued a
Certificate or Voucher. Once the family secures a rental unit
under the Section 8 program, they must comply with all program
rules and' regulations.
