Specific Request(s) or Recommendation(s) & Bac groun ust cat on I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the Project is a California Environmental Quality Act Class 1 c, Section 15301, Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Director of the Public Works Department to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated Project cost is $10,000.00. III. REASONS FOR RECOMMENDATION/BACKGROUND: The Project includes addition of emergency vehicle (fire truck) pre-emption and pedestrian facilities. It is needed to provide safe return for fire trucks to Station 69 and to allow pedestrian crossing. REASONS FOR RECOMMENDATION/BACKGROUND: (Continued) The Project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of a minor alteration to existing facilities. There will be no expansion of use beyond that previously existing as a Categorical Exemption Class 1. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the Project will result in continued exposure for fire trucks returning to the station to existing traffic on Appian Way, and continued difficulty for residents crossing Appian Way. Project Description, Common Name (if any) and Location: APPIAN WAY SIGNAL MODIFICATION County File #CP 93-4: The project consists of a fire/pedestrian signal modification and will require installation of a new lighting standard with signal heads, the addition of signal heads to an existing signal standard, the installation of detector loops in the pavement, installation of new street name sign, modification to existing signs, and pavement markings. Additionally, "Opticom" fire preemption hardware (i.e., coordinated radio frequency sensors that automatically change the traffic signal to green to accommodate fire trucks), will be installed on a signal mastarm to provide a safe return for fire trucks to the station on Appian Way. All work will done within the intersection and existing right of way. No additional easements or right of way will be required. Approximately 50 feet of trenching will be required to install conduit for the advance loop detector. The trenching will occur in the shoulder area of the roadway and will not interrupt the flow of traffic. Subject project is located on Appian Way west of Pebble Drive, in the EI Sobrante area. The area is mostly residential with some commercial structures. This project will not result in the removal of any scenic resource and no expansion of use will occur as a result of the signal modification.
