SUBJECT: Proclaim April 5th through April 11th, .1993 as National Community
Development Week 1993
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. DECLARE the week of April 5th through April 11th, 1993 as
Community Development Week 1993 in Contra Costa County;
2 . AUTHORIZE the Chair to execute letter to the County's
legislative delegation supporting the continuation of the
Community Development Block Grant Program and supporting the
1993 Economic Stimulus package which contains an additional
appropriation of $2 .5 billion to the CDBG program; and
3 . ENCOURAGE program participants to demonstrate their support
for the Community Development Block Grant Program to Congress.
FISCAL IMPACT
No General Funds included. The County currently receives
approximately $3 . 8 million annually in federal Community
Development Block Grant funds.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Since the inception of the federal Community Development Block
Grant Program (CDBG) in 1974, Contra Costa County has participated
as an Urban County. The CDBG Program serves the unincorporated
County and 14 cooperating cities (all cities except Antioch,
Concord, Richmond, and Walnut Creek) . Over the past 19 years,
nearly $65, 000, 000 has been received and used through the CDBG
Program to improve the quality of life and physical environment for
many thousands of very low, low, and moderate income County
residents.

National Community Development Week occurs during a time of great
challenge for the County, the cooperating cities and their budgets.
Contra Costa County's CDBG program works effectively to support
programs and projects which improve the lives and living
environment of the County's low- and moderate-income persons. At
a time when nearly every other available funding source is
shrinking, CDBG can and does make a critical difference in the
County's attempts to fulfill its mission.

SUBJECT: COMM NITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM
Dear Congressman ellums:
The purpose of this letter is to express to you the Contra Costa County's Board of
Supervisors wholehearted support for the Economic Stimulus Package proposed by
President Bill Clinton, currently going through the legislative process, and the continuation
and growth of the Community Development Block Grant Program.
Contra Costa County has participated as an Urban County in the CDBG Program since
its beginning in 1974. Over the past nineteen years, the County has utilized over $69
million to improve the lives and living environment of our lower income citizens.
Without the funding which Contra Costa has received through the CDBG Program, many
of the basic needs of the lower income population would have been difficult to address.
The County has used the funding for housing, infrastructure, public facilities, public
services, and economic development.
Because of the critical budget situation in California, continuation of the CDBG Program
is more necessary for the County than ever before. The Board of Supervisors urges you
to support the Economic Stimulus Package and President Clinton's proposal to increase
the appropriations to the CDBG Program for the next several years.
