Consideration of Forming a JPA for Recreation and Some Police Services SPECIFIC REQUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION Recommendation: To refer to the Finance Committee for consideration a proposal to form a Joint Powers Authority (JPA)which would merge recreation and some police services in programs to reduce gangs, drugs and crime among youth under age 18. Coordination with community service organizations, parent groups and churches would be sought. Services may be contracted. Background: 1. Drugs, gangs, crime, violence, and the threat of violence, among youth in our communities and schools, are an increasing problem that can no longer be tolerated and must be counteracted with positive programs and options for our youth. 2. Units of local government do not presently have fiscal resources to add programs for youth. and, in fact, are facing the necessity of making additional cuts. Some existing youth programs are in danger of being cut or reduced, including athletic programs. 3. Some presently under-utilized facilities probably can be made available, including open space, 4. The JPA could serve to offset some existing police and recreational costs.
