IN THE BOARD OF SUPERVISORS

CONTRA COSTA COUNTY, CALIFORNIA
IN THE MATTER OF RESOLUTION NO. 93/193
Endorsing the American Lung Association's
21st Annual Clean Air Week and Observing
Thursday, May 6, 1993, as Clean Commute Day
in Contra Costa County
WHEREAS,six million people reside in the Bay Area and operate four million automobiles whose
emissions diminish air quality;
WHEREAS, air quality in the Bay Area can be significantly improved through the use of public
transit, ridesharing and reducing automobile usage;
WHEREAS,the reduction of air pollution can produce health benefits in the Bay Area;
appropriate action to protect lung health requires that individuals take personal
responsibility for clean air;
AND WHEREAS,the American Lung Association has made clean air a top priority by designating
May 2-8, 1993, as the 21st Annual Clean Air Week;
NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors
hereby endorses the American Lung Association's 21st Annual Clean Air Week;
BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors urges citizens
of the Bay Area to consider the adjustments to their lifestyles, and in.particular their driving habits, to
improve air quality and respiratory health;
BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors urges all
motorists in Contra Costa County to accept the Bay Arae Clean Air Challenge and to observe Tuesday,
May 6, 1993, as Clean Air Day by conducting a normal workday on that date by using public transit or
carpooling; and
BE IT FURTHER RESOLVED that this Contra Costa County Board of Supervisors urges its
County Administrator to involve all county employees in the Clean Air Week'County Challenge, a compe-
tition among ten Bay Area counties for the highest employee participation rate on Clean Commute Day.
PASSED by unanimous vote of the Board Members present on this 27th Day of April, 1993.

American Lung Association's Clean Air Week '93
Dear Mr. Torlaksor,:
The American Lung Association of Contra Costa/Solano invites you to join us in making
air quality a top health priority by observing the 21st-annual-Clean Air Week, May 2-8, 1993-:-'
We ask that you:
1) Observe Clean Commute Day on Thursday, May 6, 1993 by riding public transit or
carpooling to work and conducting your normal work day without using a car unless
accompanied by at least one other person; and.
2) Urge Dan Pulan, Transportation Planner, to involve county employees in the Clean
Air Week County Challenge - a competition in which Bay Area counties vie for an award
recognizing the highest employee participation rate on Clean Commute .Day.
Your participation in this year's events will help us to promote Clean Air Week and
Clean Commute Day in the Bay Area. We will publicize your participation prior to and on
May 6. Print and broadcast reporters may be interested in interviewing your employees and
profiling your participation in Clean Commute Day. Let us know your plans so that we can
inform the media of them.
Enclosed are a proclamation form and a fact sheet about Clean Air Week and Clean
Commute Day. We would appreciate your putting the proclamation on the agenda for your next
Board meeting and advocating its acceptance. We also hope that you will agree to participate
in the county challenge on May 6, 1993.

PROCLAMATION

Background: The American Lung Association's 21st annual Clean Air Week is a
national program challenging corporate America, organizations, community leaders
and individual citizens to take an affirmative role in reducing air pollution.
For years, the American Lung Association has been leading the fight for clean air at
the local, state, and federal level, but clean air is up to all of us. There are many day-to.
day decisions we can make that will improve the quality of the air we breathe. In
recognition of Clean Air Week we ask you to become our partner in the fight for clean
air and healthier lungs by:
• using mass transit, carpools, and vanpools;
• limiting the use of gasoline-powered lawn mowers, chain saws, weed-cutters;
• decreasing usage of wood-burning fireplaces and stoves;
• performing conscientious car care to insure maximum vehicle efficiency;
• conserving household energy so power plants will burn less fuel; and
• supporting clean air regulations.
NationalActivities: Clean Air Week begins on May 2, 1993. The national kick-off
activity will be numerous Clean Air Challenge bike treks at over 50 sites across the
nation. Additional activities include:
• Clean Air Week News Conference (Tuesday, May 4): announcing the results
of a survey of Americans' opinions on clean air issues.
• Blue Sky Awards (Tuesday, May 4): honoring those music videos that send
positive messages about clean air; and
• Clean Commute Day (Thursday, May 6): promoting the use of mass transit
and alternate forms of transportation throughout our nation's cities.
