SUBJECT: Federal Intermodal Surface Transportation Efficiency Act.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ACKNOWLEDGE and APPROVE applications submitted to the Contra Costa Transportation
Authority (CCTA) for 1994 to 1997 Federal Intermodal Surface Transportation Efficiency Act
(ISTEA) funds.
II. FinancialImpact:
None. However, if the applications for ISTEA funds are not approved potential federal funding
could be lost.
III. Reasons for Recommendations and Background:
The enactment of the federal ISTEA created an opportunity to program additional funds for
transportation projects in Contra Costa County. For the three years through FY 1997, the
programming target for the entire County is $30 Million.
The Metropolitan Transportation Committee (MTC), the agency responsible under ISTEA for
allocating these funds has advised the CCTA to submit a priority list of projects for Contra Costa
County by the end of May. To facilitate this request CCTA has asked all interested parties to
submit applications for potential projects that would be eligible for ISTEA funds.

Specifically, there are two types of funding available under ISTEA. They are Surface
Transportation Program (STP) and Congestion Mitigation Air Quality (CMAQ) funds. Staff has
reviewed several projects and submitted seven projects for STP funds, four projects for CMAQ
funds, and three projects for STP and State Match Rural Set Aside. They are listed below:
STP Applications:
1) Crow Canyon Road Improvements - San Ramon Area. Lower grade, add truck climbing
lanes and widen shoulders. STP funds requested: $1,323,000.
2) Diamond Boulevard Extension - Concord Area. Extend Diamond Boulevard widen Marsh
Drive, widen Center Ave. Install, modify and interconnect four signals. STP funds
requested: $4,286,000.
3) Evora Road Extension- North Concord Area. Extend Evora Road from Willow Pass Road
to Port Chicago Highway. STP funds requested: $8,600,000.
4) U Street Widening -Antioch Area. Widen U Street between 10th Street and 18th Street.
STP funds requested: $1,070,000.
5) San Pablo Dam Road Overlay and Bike Lanes - Richmond Area. Base failure repairs and
overlay of existing pavement, and install bike lanes. STP funds requested: $1,184,000.
6) Southern Pacific Arterial and Bancroft Road Extension - Pleasant Hill/Concord Area.
Construct HOV lanes within the Southern Pacific right of way from Treat Boulevard to
Bancroft Road and construct a two-lane mixed flow road from Bancroft Road to
Monument Boulevard. STP funds requested: $7,905,000.
7) Stone Valley Road Widening - Alamo Area. Widen and overlay Stone Valley Road
between Stone Valley Way and High Eagle Court. STP funds requested: $1,190,400.
CMAQ Applications
1) Bicycling Encouragement and Education Project - Create bicycle safety public education
program. CMAQ Funds requested: $711,000.
2) Oakley Park & Ride - Oakley. Construct Park & Ride lot, bus turn-around, bicycle racks
and/or lockers, and bus stop shelter. CMAQ funds requested: $1,964,000.
3) Pacheco Boulevard Signal Coordination - Martinez/Pacheco. Signal timing coordination
between 3 existing signals along Pacheco Boulevard CMAQ funds requested: $25,200.
4) Pleasant Hill Road/Taylor Boulevard Traffic Signal Coordination - Lafayette/Pleasant Hill.
Coordinate and install signal coordination equipment for 14 signals. Joint agreement
between Lafayette, Pleasant Hill, and Contra Costa County. CMAQ funds requested:
$90,000.
STP and State Match "Rural Set Aside"
1) Armstrong Road Extension - Byron. Reconstruct and Extend Armstrong Road from the
Byron Airport Entrance to the New Vasco Road alignment. Expenditure approval request:
$1,500,000.
2) Camino Diablo/Walnut Boulevard Signal - Install signal at the intersection of Camino
Diablo and Walnut Boulevard Expenditure approval request: $100,000.
3) Marsh Creek Road/Walnut Boulevard Signal - Install signal at the intersection of Marsh
Creek Road and Walnut Boulevard Expenditure approval request: $100,000.

Due to the short time constraints for project submittal staff was unable to get prior approval from the
Transportation Committee and the Board of Supervisors. The projects above were submitted for
prioritization from CCTA on March 19, 1993.
Subsequently, the Transportation Committee has reviewed the projects submitted and recommends
that the Board approves the project list.
IV. Consequences of Negative Action:
Potential loss of federal funds for eleven transportation projects in the County.
