SUBJECT: Report on Legislation to Restructure BART Voting to Avoid Deadlocks
on Regional Rail Issues.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On March 30, the Board of Supervisors referred to the
Transportation Committee for discussion, potential legislation on
the BART voting program to avoid lengthy deadlocks as are being
experienced with the Colma BART extension. The Committee discussed
SB 573 (Kopp) which proposes to establish a Bay Area Rail Service -
Board to coordinate certain activities of rail operators in the Bay
Area. This bill was of particular interest to the Committee
because it addresses the existing institutional arrangement of Bay
Area rail operators, like BART, with the potential to improve
decision-making on certain rail transit issues that go beyond the
boundaries of the current three-county BART service area. The
Transportation Committee will continue its research on this issue
and report to the Board within the next several months.
