FROM: TRANSPORTATION COMMITTEE DATE: April 12, . 1993 SUBJECT: Approve SWAT Proposal for Allocation of AB 434 TDM Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Board's representative to the Southwest Area Transportation Committee (SWAT) to sign a joint resolution of SWAT, providing for an apportionment of AB 434 funds within the SWAT region to support the implementation of a transportation demand management (TDM) program. FISCAL IMPACT None. The SWAT,TDM program will be funded entirely by AB 434 funds. BACKGROUND/REASONS FOR RECOMMENDATIONS At its. March 1, 1993 meeting, the Southwest Area Transportation Committee (SWAT) approved a concept for implementing a regional transportation demand management (TDM) program that responds to the mandates of Measure C and the Congestion Management Program. Each of the other three regional transportation planning committees has already established a regional TDM program. SWAT is unique in that most large employers, which are subject to the TDM requirements, are located in one city, San Ramon. TDM concerns in the remaining SWAT area are focused on schools and residences. Funds are available through AB 434, which established a surcharge on motor vehicle registration fees, to support local TDM programs. SWAT has recommended that its member jurisdictions authorize their representatives to sign a joint resolution which establishes an allocation of AB 434 funds within the SWAT region as follows: 50% of SWAT's entitlement to the City of San Ramon to support an employer-based program and 50% to a jurisdiction to be designated by the Towns of Danville and Moraga, Cities of Lafayette and Orinda and Contra Costa County to support a TDM program oriented to schools and residences.
