March 31, 1993 Board of Supervisors Contra Costa County County.Administrative Bldg. 651 Pine St., 11th Floor Martinez, CA 94553-1229 Dear Supervisors: The Human Relations Commission requests that the Board of Supervisors (1) reduce the size of the Commission from 18 to .12 members, and (2) declare vacancies on the Commission resulting from terms ending and nonattendance, as described below. First, the Commission asks that the Board reduce the Commission's size from 18 to 12 members. The reasons for such a reduction are: (a) it is easier to accomplish our goals with a smaller, more manageable number of Commissioners, (b) it has been our experience that in a smaller group, the members tend to be more dedicated and take more responsibility, and (c) 12 is still large enough to permit the Commission to be composed of community persons with diverse backgrounds and from all the Supervisorial districts. The Commission currently has 8 active members, excluding the persons discussed below whose terms have expired or who have ceased attending meetings. Since there are less than 12 Commissioners, it is a good time to reduce the size of the Commission. Even with the reduction, the Board will still have the opportunity to fill 4 vacancies. For these reasons, the Commission asks that its size be reduced to 12. Second, the Commission asks the Board to declare vacant the Commission seats held by the following persons: David Jackson (term expired 11/4/92 and has subsequently ceased attending), Chaosarn Chao (ceased attending), Winnie Woo (term expired 11/4/92 and has subsequently ceased attending), Jacob Adams (ceased attending). Commissioners Chao and Adams each missed 3 or more regular meetings in a row, and therefore such vacancies exist pursuant to Ord. 86-84, sec. 26- 8.014(c) ("A vacancy shall exist and shall be reported to the Board of Supervisors .Zo Cie• Board of Supervisors Contra Costa County March 31, 1993 Page 2 whenever a Commissioner has three (3) consecutive absences from regular meetings of the Commission.")
