McTaggart : I am aware of the Auxiliary Board Member' s position for the use of the county-owned house on Las Juntas that was previously used by Supervisor Nancy Fadhen. Now that the house is vacant, its future use has generated great interest within the community. Our office has received over a hundred signatures of citizens supporting the idea that the "Hall Closet" be given the use of the county-owned vacant house. I am filing the petitions with the Clerk of the Board. The best use of the facility is being exammined and a recommendation will be made in the very near future. I appreciate the valuable work that is accomplished for by the volunteers at the "Hall Closet. " When a decision is reached, it will be made public. I will give the idea of the "Hall Closet" occupancy of this house serious consideration. If you have any questions, please do not hestiate to contact my office. SW , Jh Sr, District Two JS/ss �. qa March 10. 1993 Dear Auxiliary Board Members, I have had nothing but compliments on the dedication ceremony on February 11 honoring Ray Bishop. My answer is that it is easy to put on a "quality event" when you have the enthusiasm and support of so many people. Thank you everyone for helping to make the day perfect. 117 guests signed the guest book, 49 Of which were Bishop family members - a real tribute to a wonderful gentleman . Francis took 91 photos which I will give to Stella Mae next Monday when we meet for lunch . A real vote of thanks goes to Bill Thomas who was responsible for getting all the necessary behind the scenes stuff done. He shrugs this off as "no big deal" but in truth it was, especially considering the work load he is carrying. Last week I met with Jinx McCoombs and Rick Kozon to co- ordinate our nominations for the Volunteer awards which are coming up in April . The decision was unanimous that Lois Shipley and Sally Schmidt should be nominated for "Volunteer Pair of the Year . " The paperwork was submitted last week. Last Wednesday I spoke to the Womens ' Fellowship at the First Congregational Church in Martinez. These ladies have been very supportive of the Auxiliary. Every year they give us a hefty Christmas contribution and at Easter they provide 100 of the Easter bags we give out to the kids. Supervisor Nancy Fanden is busily moving out of the cottage next door to the Hall Closet. Her successor, Jeff Smith, has chosen not to use these premises as his office . The big question is who will be the next occupant. Rumors are that the house will become a "Joe Dimaggio Baseball Museum" . Nancy spoke with Lois and myself and suggested we begin campaigning our own cause . If the thrift shop could latch on to that location, we could make even more good things happen for the kids at Juvenile Hall in these tough times when the county budget is stretched to its limits . The same cannot be said for a baseball museum. I spoke to Orin who instructed me to draft a letter to Supervisor Jeff Smith. If you would like to do the same, the address is : 651 Pine St . This thrift shop has earned thousands of dollars to provide assistance and support services to detained youth in Contra Costa County. It seems to me it would be very advantages to help support this group by providing larger space for the shop. It helps the youth and helps the County in this time of financial strain at1d cut back. I understand the building is being considered for a Baseball Museum which is an interesting idea but not of anywhere the important .:_use of it as space for the "Hall Closet" . I make this recommendation for the following reasons : 1 ) The Hall Closet has a proven track record and is .. highly respected in the community. 2) In 1992 the Hall Closet raised $30 ,000 for the County Juvenile Hall. 3) There is no other thrift facility anywhere in Martinez . 4) Security - I would be fearful that this old building might be broken into if it housed Joe DiMaggio keepsakes . They are very valuable and would need extensive protection and security. 5 ) By allowing the Hall Closet to expand they will be able to expand their hours of operation and generate even more income for the County. Bottom Line : In these lean financial times we need to support programs and nonprofit organizations that are working hard to be self- supporting. I hope that you will agree . As you are aware , sale of goods from the shop is a main source of funding for the Auxiliary . Part of their revenues go to funding former dependents and wards of the court now in college . This program alone requires $10,000 a year as there are now twelve young people receiving college help from the Auxiliary and another 17 youth need- ing help but there is not sufficient funding to assist them. More will graduate in June , further putting pressure on local Auxiliary funding to help them to complete their training and education . Another good servi.cee, of the Auxiliary is the selling of goods at the Hall Closet for small prices which are affordable to the many senior citizens and families on public welfare who live in Martinez . These days many thrift shops are "upgrading" their prices to where they are nearly on a ppr with department stores . Not so the Hall Closet, whose modest prices provide a place where low income people can obtain the clothing, r•=i.tchenware and other items that they need. Larger quarter wot.ld mean that the Auxiliary could sell larger items , such as furniture , further helping the buyers and enhancing the scholar- ship program. BACKGROUND: Betty Maffei of the Contra Costa County Historical Society and Director of the Contra Costa History Center submitted the attached letter requesting the county to allocate additional space to the Center for its expanding archives and for more than 15 volunteers to have much needed room to work. Ms. Maffei has suggested a room (4B) across the hall from the 625 square foot school room they have used since 1984. The Contra Costa History Center provides the county with a valuable service. Many community organizations and public entities (including our county departments) utilize its services. Currently, the Center' s volunteers are working on indexing all of Contra Costa' s court documents prior to 1911 free of charge. The Board of Supervisors in 1979 declared the Contra Costa County Historical Society the official organization to preserve and protect the history of our county. . The Society has done an excellent job in filling this responsibility and are now deserving of our consideration of this request if there is not a significant impact on the budget. Our mem- bers and Board of Directors have since taken that responsibility to be a very serious one. In 1981 we opened The History Centerwith the Louis L Stein Collection - the largest such collection ever given to a private library. Our founders, Louis L. Stein and the late Jus- tice A. F. Bray dreamed that this society would become a professional primary source re- search facility. That dream is coming true. All we lack is space. Since the gift of the Stein Collection we have received more than 500 accessions. We have acquired more than 15 professional volunteers who give of their expertise without pay on a daily basis. This group includes professional archivists, archaeologists, computer con- sultants, geologists, historians, photographic expem authors and teachers. More than 300 of your constituents are paid members of this society. All are vitally interested in its future. Our latest acquisition is the personal and professional papers of Sheriff R.R.Veale. Over 60 cartons covering a 50 year span in the daily life of an important leader in our county. Mary Ellen Jones, a professional archivist wtith the Bancroft Library at the University of California will supervise the cataloging of these documents so they may be used by scholars and researchers. Few counties can boast of such a prize. All of this is being done in the same 625 square feet you allocated to us in 1984. We oc- cupy a very small schoolroom,which no longer adequately holds 1S volunteers and hundreds of boxes of precious historical materials. We have requested room 4B across from our existing office and were told it is to be used for storage. Over the past year we have been working with the Office of Administrative Courts to cre- ate an up to date program for the preservation of Court Records. Their directive is to save all Paper documents prior to 1911. We commend County Clerk Steve Weir for his decision to save certain document books and have agreed to index the collection for him. Yet when we request more space we are told we are not a county responsibility and there is no space available in any county building. Should the county ever have to turn to paid professionals for these mandated services the cost will be much greater than that of unused office space. I ask that the Board of Supervisors consider this plea. We need more space and we believe thatwith your help space can be found. Without our efforts the twenty-two Town Societies,State and National Parks and Recreation Departments have no help in preserving their histories. I think you will agree that our accomplishments are remarkable given the meager aid we have received. Sheriff Veal made it his business to know almost every man woman and child in this county, the law abiding citizen and the criminal all knew his name. He kept every letter he ever received as well as copies of every letter be wrote. Such a collection seldom comes even once in a lifetime to any group of historians. (:.\ 9455.3-2:394 -- January 13, 1993 Supervisor Jeff Smith Contra Costa County Administration Building 651 Pine Street - Room 108B Martinez, CA 94553 Dear Supervisor Smith: The City of Martinez is interested in establishing a museum of Joe DiMaggio memorabilia at 805 Las Juntas in the building used by former Supervisor Nancy Fanderi. I am hoping to gam your support in securing the site. To date, we have citizen arid business community interest in this project. Joe D.iMaggio himself has also expressed conceptual support for the project, and the City Council has unanimously endorsed the proposal. The establishment of a museum could provide economic benefits to both the City arid the County by providing an additional point of interest to draw people to the downtown area. It would also provide another activity for County employees, jurors, and tourists. The City, in conjunction with a volunteer or riori-profit group, would convert the facility into a museum. We propose that the County lease the facility to the City for a nominal charge, such as $1.00 per year, for a five-year period plus an additional five-year period that would be renewable on an annual basis. This type of arrangement would retain long-term flexibility for the County in developing plans for this site while shifting the burden of maintaining the site to the City arid the riori-profit group. I would like to get this matter before the Board of Supervisors in the near future.
