SUBJECT: SECTION 8 PROJECT-BASED CERTIFICATE ASSISTANCE PROGRAM
I. RECOMMENDED ACTION:
AUTHORITZE the Acting Interim Executive Director of the Housing Authority of
the County of Contra Costa to request approval from the U. S. Department of Housing
and Urban Development to allow the Housing Authority to participate in the pilot
Project-Based Certificate Assistance Program, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
None at this time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The U. S. Department of Housing and Urban Development (HUD) has initiated a
pilot Section 8 Project-Based Certificate Assistance Program. The Housing Authority
is desirous of participating in this program with up to 159.- of its Section 8 Existing
Certificates and has developed a brief fact sheet summarizing the basic program
requirements.
The purpose of project-based assistance is to induce property owners to
construct standard, or upgrade sub-standard, rental housing stock and make it
available to lower income families at rents within the Section 8 Existing Housing
Fair Market Rents. The aggregate term of HAP Contracts may not exceed 15 years.
Contracts are limited to the Annual Contributions Contract under which the
Certificates are assigned.
At its Regular Meeting on Monday, March 15, 1993 the Advisory Housing
Commission voted to recommend authorizing the Executive Director to request HUD's
approval for participation in the Section 8 Project-Based Certificate Assistance
Program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
The Housing Authority would lose an opportunity to make additional properties
available to lower income families at rents within the Section 8 Existing Housing
Fair Market Rents.

SECTION 8 PROGRAM
Project-Based Certificate Assistance
"Project-based" assistance is distinguished from the "Tenant-based"
assistance in that the Certificate is tied to the unit.
The Housing Authority may, at its sole option, choose to participate in
this program. The purpose of project-based assistance is to induce property
owners to construct standard, or upgrade sub-standard, rental housing stock,
and make it available to lower income families at rents within the Section 8
Existing Housing Fair Market Rents.
Should the Housing Authority consider Project-based Certificate. assistance,
the following is a summary of basic requirements:
1. New construction or rehabilitation projects are eligible.
2. Limited to 15% of Certificate allocation.
3. HAP Contract with owner, if for duration of ACC would be
from 2-5 years, is subject to renewal based on the funding
availability and the aggregate term of the initial contract
and renovation shall not exceed 15 years.
4. Non-owner occupied units, however, cooperatives are
considered rental housing for this purpose.
5. Structures undergoing rehabilitation must require a
minimum of $1,000 per assisted unit and a complex need
not participate with 100% of total units.
6. The HUD Field Office shall review and authorize the program
if all regulatory requirements are met.
7. When implementing, a written selection policy must be developed
and the program advertised through a competative process.
