APPROVAL OF 1993 HEAD START SUMMER PROGRAM, QUALITY FUNDING and TRAINING
SUBJECT: AND TECHNICAL ASSISTANCE APPLICATIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
APPROVE the 1993 Head Start Summer Program, Quality Funding and
Training and Technical Assistance Applications to the Administra-
tion for Children and Families (ACF) , and AUTHORIZE the Director,
Community Services Department, or her designee, to execute
Application documents on behalf of the Board provided that the
applications meet the following conditions :
1 . All County match will be provided with in-kind resources .
2 . The applications are approved by the Head Start Policy
Council .
II . FINANCIAL IMPACT
The maximum amount of Federal funds being requested in this Appli-
cation is $1,074,969 . It is anticipated that the County will be
notified of funding approval by ACF in May, 1993 . Funds will be
made available to the County in May of 1993 and will be reflected
in the Department ' s 1992-1993 and 1993-94 County budgets . If the
ACF funds the entire $1,074,969, the required Local Match will be
$268, 742 . From the Department 's standpoint, the County will
encounter no difficulties in generating its share of the Local
Match and has developed additional Local Match resources that can
be utilized if needed. The County will closely monitor the Delegate
Agencies to ensure that their portion of the Local Match is being
obtained from the proper sources and is program allowable.

III . CONSEQUENCES OF NEGATIVE ACTION
A decision not to approve this application would result in the loss
of Head Start funds to the families and children of this County.
IV. REASONS FOR RECOMMENDED ACTION
On April 5, 1993, the County was notified by the ACF that program
instructions were being issued to Grantees inviting them to submit
applications for the following Head Start 1993 supplemental
programs :
PROGRAM TITLE PROGRAM ALLOCATION
Summer Program $ 816,952 . 00
Quality Fund $ 250,569 . 00
Training and Technical Assistance $ 7,448 . 00
The due date for the above applications was set by ACF for Monday,
May 3, 1993 .
The Delegate Agent portions of the application are due to the
County on April 19, 1993 .
If funded, this supplemental action will provide funds in 1993 to
extend the present Head Start program an additional eight weeks .
Traditionally, the Head Start program ends in late May or early
June. Summer Program funds will permit Head Start to operate until
late July or early August of this year.
This application is scheduled to be reviewed and approved by the
Head Start Policy Council on April 29 , 1993 .
Those parts of the application that are recommended by the Depart-
ment for funding consideration will be submitted to the Policy
Council for consideration at that time.
The Department has been advised that the Summer Program portion of
this Grant ( $816, 952 ) is still awaiting Congressional approval . ACF
is hopeful that funding will be in place by the end of May.
The Department has been advised that failure to submit an applica-
tion will result in the permanent loss of the Quality Fund and T&TA
funds . ACF has acknowledged that the Summer Program monies are
"one time only funds" , but believes that this is a precursor to
what will happen for program year 1994 .
