Authorize all County employees, as an option to wear Contra Costa Earth Day T-shirts on April 22, 1993 in commemoration of Earth Day, recognizing that some employees may not be able to participate because they wear uniforms as part of their normal duty. Encourage all County employees, residents, students and businesses to attend the Contra Costa Earth Day Festival on Sunday, April 25, 1993, at the Concord Pavilion, from 10 : 00 a.m. to 6 : 00 p.m. Encourage everyone attending the Earth Day Festival to walk, carpool, or ride a bus or a bicycle to the festival . FISCAL IMPACT: None. BACKGROUND: Earth Day was first celebrated on April 22, 1970 . Its purpose was to focus attention on the plight of the Earth as a result of the impacts of human activity, including polluted air and water, ozone depletion, endangered species, etc. Because of the mass outpouring of support, several far reaching bills, including the Clean Water Act, The Clean Air Act, and the Endangered Species Act were passed. Impacts, such as ozone depletion, air pollution, chemical spills, and recycling have become much more critical to planet Earth' s survival . T-shirts will be available through Locals 2700 and 512 of the American Federation of State, County, and Municipal Employees Union (AFSCME) . The AFSCME business office at 1000 Court Street, Martinez, has agreed to show their support of Earth Day by handling the publicity, sale and distribution of the T-shirts. By recognizing April 22 as Earth Day and authorizing all County employees to wear Contra Costa Earth Day T-shirts, we can act locally to educate and encourage everyone to do their part to make this a cleaner Earth. On the 20th celebration of Earth Day in 1990, the first Contra Costa Earth Day was held. This year the 4th Annual Contra Costa Earth Day Festival will be held at the Concord Pavilion on Sunday, April 25, 1993, from 10 : 00 a.m. to 6 : 00 p.m. The attendance is expected to be 30,000 . 1 . 37 b IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA IN THE MATTER OF RESOLUTION NO. 9 3/17 4 Proclaiming Sunday,April 25, 1993, as "Earth Day"in Contra Costa County Contra Costa County residents desires to protect the natural environment and con- serve diminishing resources for ourselves and our children; and public concern about protecting the Earth is increasing as new scientific information about threats to the environment such as ozone depletion, global warming, acid rain, air pollution, deterio- rating water quality, and diminishing non-renewable resources becomes available; and WHEREAS,citizens and business leaders now recognize environmental protection and resource conservation to be essential prerequisites to sustained prosperity and economic development; and WHEREAS, Contra Costa County has long supported policies and actions to protect environ- mental quality and to reduce the waste of resources; and we must continue to inform and encourage individuals to recognize the impact of their daily lives on the environnment by becoming responsible consumers, conserving energy, increasing recycing efforts, and promoting environmental responsibility in their communities; and WHEREAS,the first Earth Day was celebrated on Apri 22, 1970. It's purpose was to focus atten- tion on the plight of the Earth as a result of the impacts of human activity; the Fourth Annual Contra Costa Earth Day Festival will be held at the Concord Pavilion on Sunday, April 25, 1993, from 10 a.m. to 6 p.m.; NOW,THEREFORE,BE IT RESOLVED that the Contra Costa County Board of Supervisors, does hereby declare April 25, 1993, as Earth Day, and encourage Contra Costa residents to participate in this annual festival promoting the preservation of the global environment and conservation of resources. PASSED by unanimous vote of the Board members present on this 20th Day of April, 1993.
