SUBJECT: Approve Plans and Specifications and Advertise for bids for the Byron Hot Springs Road
Relocation Project.
Project No. AIP 3-06-0008-05, CP # PW85-43.
Specific Request(s) or Recommendations) & Background & Justification
I. RECOMMENDED ACTION:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Thursday, May 20, 1993, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code, and
II. FINANCIAL IMPACT:
The estimated contract cost of the project is $439,500, funded by Federal Aviation.
Administration (90%) and Airport Enterprise Fund (10%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed because the runways for the proposed Byron Airport expansion will cross
a portion of Byron Hot Springs Road.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.

The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on June 3, 1986, and certified that the Final
Environmental Impact Report for the project was completed in compliance with the California
Environmental Quality Act, that the Final EIR was presented to the Board and the Board reviewed
and considered the information contained in it, and found that the project would have significant
effects on the environment. These effects involve destruction of seasonal wetlands (vernal pools).
The effects are being mitigated through construction of new wetlands. This construction was
designed and is being supervised by a wetlands consultant.
A Notice of Determination was filed with the County Clerk on June 4, 1986.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.
