MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: April 20, 1993 SUBJECT: Acknowledge Receipt of the Report on the Adopt-a-Road/Park Programs and Establish Adopt-a-Road/Park Permit Fees Project No.: SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: ACKNOWLEDGE receipt of the report from the Public Works Director on the Adopt-a-Road/Park Program and ESTABLISH permit fees of$500 and$250 for the Adopt-a-Road and Adopt-a-Park Programs respectively. II. Financial Impact: Fees are expected to fund the costs of administering the Adopt-a-Road/Park Programs, providing and installing signs, furnishing litter collection supplies and disposing of the collected materials. The Adopt-a-Park Program provides for the execution of agreements with partnerships between a permittee and a volunteer organization whereby the County may pay $500 per year to a volunteer organization for successful completion of a one year work program. A maximum of ten such agreements could be in effect at one time with potential costs of$5,000 per year. Payments made pursuant to Adopt-a-Park agreements will be funded from the Trust Fund established for the Adopt-a-Road/Park Program by Board Action on April 28, 1992. The Board may have to approve additional allocations to the trust fund in the future for continued payments to volunteer organizations. Reasons for Recommendations and Background: The Board approved the implementation of the Adopt-a-Road/Park and Litter Abatement Programs on February 25, 1992. An initial allocation of $30,000 was made from the FY 91-92 Resource Recovery Program Budget to fund the programs. On April 28, 1992 a trust fund was established as a repository for any contributions made to the Adopt-a-Road/Park and Litter Abatement Programs. The staff from the Community Development, Public Works and General Services Departments have worked together to define an Adopt-a-Road/Park Program which will acknowledge the public spirit of participating individuals, businesses, and organizations, encourage volunteers and provide a meaningful service to the citizens of Contra Costa County while minimizing the County's liability exposure and administrative expense. The resulting programs have the following basic elements: 1) Fees of$500 per year and $250 per year will be charged for each adopted road section or park area respectively. The fee will cover the costs of administration, sign installation, and litter collection materials and disposal of collected materials. 2) The Adopt-a-Road Program will be limited to litter pickup by County forces primarily using the General Services'Workfare Program. It is expected that adequate litter pickup can be performed in adopted road sections so long as the current level of funding for the Workfare Program is maintained. Landscaping, including tree, shrub and flower planting, is specifically excluded from the Adopt a Road Program. 3) The Adopt a Park Program will have a primary emphasis on litter pickup by volunteers as a supplement to regular landscaping district litter control programs. Participants in the Adopt-a - -Park Program will be encouraged to pick up litter within three weeks of the following holidays: New Years Day (Jan. 1), Memorial Day (May 30), Independence Day (July 4), and Labor Day (September 6). Additional litter pick up days will be established in individual permits to assure that a minimum of 5 (five) days and a maximum of 12 (twelve) days of litter pickup are provided each year. 4) As part of the Adopt-a-Park Program, the County may enter into a maximum of ten agreements with Adopt-a-Park applicants in partnership with a volunteer organization whereby the volunteer organization will receive a $500 contribution from the County for litter pickup services. 5) To allow a determination of the program services provided in each supervisorial district,separate work order numbers will be established for each district. 6) Applications for the Adopt-a-Road/Park Programs will be available through Supervisor's offices. Coordination with municipal advisory committees regarding approval of applicants and volunteer organizations will be performed by supervisor's staff. 7) Applications and fees will be accepted and permits and agreements will be executed by the Permit Center of the Growth Management and Economic Development Agency. Applications for road adoptions will be reviewed by the Public Works Maintenance Division; those for park adoptions by Public Works Administrative Services Division. Adopted areas will be assigned based upon 1) the request of the applicant; 2) the needs of the County; 3) site safety. The reviewing division will contact the applicant, confirm availability of road section/park requested for adoption, arrange for alternative or cancel application with notice to Permit Center. Public Works Maintenance and Administrative Services Divisions will recommend sign locations of Adopt a Road/Park areas respectively, and will contact the municipal advisory committee in the adoption area for consensus in location of signs prior to installation. Public Works Maintenance will contact General Services to arrange routine litter pickup on adopted roads and to coordinate contact with the volunteer organization representative for intermittent pickup of bagged litter at parks. The Maintenance Division will install signs. 8) A written list of procedures for picking up litter at parks will be provided to volunteer organizations. cc: County Administrator County Auditor/Controller Public Works Admin.
