SUBJECT: RESOLUTION OF ACCEPTANCE FOR THE WALNUT CREEK CHANNEL
RECREATION AND REVEGETATION PLAN
The Board of Supervisors of Contra Costa County; as the Governing Body of the
Contra Costa County Flood Control & Water Conservation District, RESOLVES THAT;
WHEREAS, the Walnut Creek Channel is the main drainage system for Central
Contra Costa County and a unique feature of the communities through which it courses,
providing both wildlife habitat and a greenway through the county;
WHEREAS, sensitive improvements consistent with the channel's designed
purposes can enhance those areas impacted by channelization and restore value as a
fish and wildlife habitat while providing opportunities to the general public for both passive
and active recreation uses such as trails and various forms of water related recreation;
WHEREAS, local communities and regional agencies have come together to focus
their efforts on a project to improve the scenic, recreational and educational benefits it
can provide;
WHEREAS, from this cooperative effort came the formation of a Policy Steering
Committee represented by County Supervisor's Sunne McPeak and Gail Bishop,
Councilman Byron Campbell of Concord, Mayor Gwen Regalia of Walnut Creek,
Councilwoman Teri Williamson of Pleasant Hill, and Board of Directors member Oliver
Holmes from East Bay Regional Park District and the formation of a Technical Committee
consisting of representatives from East Bay Regional Park District, Contra Costa County
Flood Control and Water Conservation District, Central Contra Costa Sanitary District, City
of Concord, City of Pleasant Hill, Pleasant Hill Recreation and Park District, City of Walnut
Creek, California Department of Fish and Game, and California Department of Fish and
Wildlife;
WHEREAS, in July, 1991, participating agencies, through a cooperative funding
agreement, commissioned a study by the firms Arbegast Newton and Griffith and Habitat
Restoration Group to determine opportunities and constraints for recreation and habitat
restoration and provide an implementation plan for the project ("Walnut Creek Channel
Recreation and Revegetation Project");
WHEREAS, this study is now complete and has been reviewed by both the
Technical and Policy Steering Committee with recommendations for acceptance by
participating agencies, continued involvement by the Technical and Policy Steering
Committee, and promotion and advocacy by all concerned to pursue funding and
implementation of a plan;

NOW THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra
Costa County hereby accepts the "Walnut Creek Channel Recreation and Revegetation
Project" plan, and encourages the continued participation of all interested agencies and
private citizens in helping implement recreation and habitat restoration efforts that are
consistent with maintenance of the channel's design capacity.
