HomeMy WebLinkAboutMINUTES - 03091993 - TC.3 - contra Costa County TO: BOARD OF SUPERVISORS FROM: TRANSPORTATION COMMITTEE V� DATE: March 2 , 1993 SUBJECT: Declare Intent to Seek Delegation of Authority to Implement BAAQMD Trip Reduction Rule SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Declare the intent of the County to seek delegation by the Bay Area Air Quality Management District of authority to implement the District's Regulation 13, Trip Reduction Requirements for Large Employers. FISCAL IMPACT None directly. The requirements of Regulation 13 will be implemented by the regional transportation planning committees, which have received grant funds from Measure C (1988) and AB 434 to administer transportation demand management (TDM) programs within their regions. The Air District's requirements closely parallel the existing TDM requirements of local ordinances and will be folded together into one program. BACKGROUND/REASONS FOR RECOMMENDATIONS On December 16, 1992 , the Bay Area Air Quality Management District adopted Regulation 13 , Trip Reduction Requirements for Large Employers, which require employers of 100 of more persons at a single work site in the Bay Area to prepare develop trip reduction programs which encourage their employees to use commute alternatives for their trip to work in order to reduce vehicular emissions. Implementation by local jurisdictions is desirable because it is more efficient to administer the local and regional requirments jointly and because local jurisdictions are closer to employers and have already established communications channels concerning employee trip reduction programs. The Air District has issued draft guidance concerning the delegation process. Generally, this guidance provides for amendment of local trip reduction ordinances to be consistent with Regulation 13 (April - August 1993) , submission of a delegation plan to the Air District (October 1993) , approval of the plan and local trip reduction ordinance by the district, and initiation of local implementation by July 1, 1994. The Air District has requested local jurisdictions to formally indicate their intent to request delegation by April 30, 1993 . I
