SUBJECT: Designation of Building TDM Coordinators

RECOMMENDATIONS
1. Request department heads to designate Building TDM
Coordinators for County employment sites of 100 or more
employees by March 31 and to inform the Director of Community
Development of these appointments.
2 . Request the Director of Community Development to provide
guidance to County Building TDM Coordinators concerning their
duties.
FISCAL IMPACT
None directly. The duties of Building TDM Coordinators, although
not onerous, will involve dedication of about 20 person-hours per
year of staff time per coordinator which will have an indirect cost
to each participating department.
BACKGROUND/REASONS FOR RECOMMENDATIONS
For several years, the County has provided a transporation demand
management (TDM) program for its employees in order to reduce
traffic congestion and protect air quality. Employee TDM programs
are mandatory for all large employers as a result of local TDM
ordinances required by Measure C (1988) and Proposition 111 and
also by the Bay Area Air Quality Management District's Regulation
13 . On December 8, 1992 , the Board approved a comprehensive (TDM)
work program for 1992-93 , which included a number of actions
intended to promote the use of commute alternatives by County
employees. One of the actions was the designation of an onsite TDM
Coordinator at each major County employment site.

County employees are dispersed at many employment sites throughout the County.
The 1992 employee transportation survey identified 14 buildings in addition to .
downtown Martinez which have 100 or more employees, the threshold level for
requiring TDM programs. While the development of the County TDM program can be
completed at a central location (the Community Development Department has this
responsibility) , many implementation activities require onsite coordinators to
work with employees. The duties of these onsite coordinators would be to
support the County's TDM program at their work location, as follows:
1. TRANSPORTATION SURVEYS
Assist in annual transportation surveys by distributing forms, collecting
and forwarding completed forms to regional TDM coordinators, and assisting
employees complete the forms.
2 . DISTRIBUTION OF RIDESHARING, TRANSIT, AND TELECOMMUTING INFORMATION
Distribute information on commuting alternative to employees at the work
site.
3 . SPECIAL EVENTS
Participate in planning and training meetings for special events including
"Beat the Backup" and "Spare the Air" days and coordinate the participation
of each building in those events.
The County work sites with 100 or more employees, which would require
designation of an onsite coordinator are listed on Exhibit A. In the case of
work sites with more than one department, the department with the most employees
at the site should provide the onsite coordinator. Designation of onsite
coordinators should be completed by March 31 so that the County can participate
in the transportation surveys which will be conducted by the regional TDM
coordinators during April and May.
Designation of Building TDM Coordinators will entail some costs. It is expected
that these duties would be assigned to existing administrative staff as an
additional responsibility. The Transportation Committee's intent is to ensure
that these duties are defined in an efficient manner, taking advantage of the
services of the Regional TDM Coordinators and the RIDES organization to the
fullest extent. Community Development Department staff has estimated that the
average Building Coordinator's duties would require aproximately 20 person hours
per year.
While the current economic climate at the County is not conducive to the
assignment of additional duties, the Transportation . Committee believes that
designation of Building TDM Coordinators is the highest priority in the Board's
previouly approved TDM work program, because it is essential to the County's
full participation in the regional TDM programs, which are mandated by local and
state law as well as by the regulations of the Bay Area Air Quality Management
District. Failure to participate could jeopardize the County's receipt of sales
tax and gas tax funds as well as to subject the County to enforcement
procedures. Beyond this, however, it is incumbent upon the County to continue
demonstrating leadership in its own performance in transportation demand
management programs.
