RECOMMENDED ACTION:
( 1 ) Expand the membership on the Oakley Municipal Advisory
Council from seven to nine council members.
( 2) Reappoint the following persons to the Oakley Municipal
Advisory Council for terms to expire December 31, 1994 :

Dear Dennis:
As you are aware, I have recently interviewed several
potential candidates, as well as those seeking reappointment, to
the three OMAC terms which expired December 31, 1992.
It has occurred to me as a result of this process that some
changes should be made to the current OMAC structure. Because
incorporation for the community of Oakley is sometime off, I
think the Council should consider becoming an elected body. Due
to the deadline requirements for taking out nomination papers, it
is highly unlikely that this could occur anytime before the
November 1993 election period. Dependent upon the number of
registered voters at that time, an election would cost
approximately $9, 000. It is likely that this cost would be
shared with one or more Mother agencies also going to the
ballot. For instance, the Oakley School District and Oakley
Water District are scheduled for November 1993 elections if any
non-incumbent candidates file. I know the fundraising presents a
problem, and the timing vis-a-vis any final incorporation
proposal needs to be carefully considered. However, while
promoting elected MAC's for several years, I've postponed
implementation in Oakley because of the incorporation efforts . I
believe that you are doing an excellent job, but that having an
elected MAC like West Pittsburg and Discovery Bay would improve
citizen participation in Oakley, add to credibility and help
prepare Oakley for consideration of cityhood. I would look to
you for advice on precise timing of the election and
recommendations on the final number of members.
Until such an election could take place, I would like to
propose that the current number of representatives on OMAC be
increased from seven to nine. In reviewing the large number of
projects facing OMAC and Oakley at this time -- from planning
issues, to park, trail and library issues, to redevelopment, to
incorporation -- I believe it would be beneficial to expand GMAC
to bring in others to assist with this challenging workload.
Communication with the community came up over and over again
in each interview as a major concern and constant challenge.

government structure is and how they can become involved? '
I am also interested in some specific projects that several
of the OMAC candidates indicated they were motivated to assist
with. These include:
( 1 ) The formation of a Youth Activities Task Force to work
closely as a new subcommittee with the Park Committee. This
group would focus more on recreation activities than
facilities and could convene representatives from all sports
leagues and programs, as well as church youth group leaders
to promote existing programs and identify where expansion of
activities is needed and what new programs should be
developed.
( 2 ) Development of a Who's Who/When and Where? directory of
Oakley' s local government representatives and committees --
for posting in stores and distribution to neighborhoods, and
at community events.
(3 ) A soundwall beautification project (in conjunction with
Oakley Pride) - to retrofit "eyesore" walls like those at
Teakwood and Gardenia that pre-dated our landscaping
requirements .
I urge OMAC to consider these projects and consider
individuals who would be willing to implement them.
Looking ahead, there would be a benefit in my opinion to
Oakley not only to have additional energy and talent focused on
projects and community outreach but to give a greater number of
"at large" citizens an opportunity to develop and demonstrate
leadership skills . . I propose, therefore, reappointing Sonny
Escudero, Heidi Mayer and Victoria Ryan and appointing two new
members; namely, Aaron Meadows and Craig Williams.
Learning of their interests, I would also like to recommend
that Craig Williams be considered for an appointment to assist
Sonny Escudero as a co-chair of the Oakley Pride Committee as are
several other neighborhood leaders . Both Craig and Sonny are
interested in developing the soundwall beautification project.
Sonny and Heidi Mayer have agreed to spearhead the "Oakley
Directory" project. In addition, Aaron Meadows, Victoria Ryan

and Craig Williams are interested in the Youth Activities
Subcommittee. I know that Dave Dennick (who is on the Board of
the Quail Valley Homeowners) is willing to work with OMAC members
on this effort.
I am also interested in involving those who applied for OMAC
but who have not been selected for appointment. I think that
John Laituri would be an asset to the Traffic Subcommittee. In
addition, it would be beneficial to involve Kathleen Bushman and
Frank Favalora on the Parks/Library Subcommittee or the Youth
Activities Task Force.
The Board of Supervisors does not have a meeting scheduled
for Tuesday, February 16th. However, I would like to be able to
schedule the appointments to OMAC for our next regular meeting on
Tuesday, February 23rd. I would appreciate your thinking and
feedback on these ideas and look forward to hearing from you
soon .
