SUBJECT: Helicopter Flight Patterns
The Board considered the report of J. Michael Walford, Public
Works Director, regarding alternate training patterns for Helicopter
Adventures, Inc.
The following persons spoke:

Alameda.
Following discussion on the issues of noise impact from
helicopters, diverting helicopter training flights to the Byron
Airport, initiating negotiations with Helicopter Adventures, and
identifying another helicopter training path, the Board APPROVED the
following actions:
- ACCEPTED the report of the Public Works Director;
- REQUESTED the Public Works Director to report on April 6,
1993 on identifying with Helicopter Adventures an alternate
flight path and information on the off-site investigation
process, recognizing that it may not be productive to continue
researching this matter because of the expense involved;
- REQUESTED the. Public Works Director to initiate as a priority
item negotiations with Helicopter Adventures with a report to
-the Board also on April 6;
- AUTHORIZED the Public Works Director to arrange a meeting with
the County' s federal representatives, elected officials, and
FAA representatives to discuss what assistance can be provided
to Contra Costa County in regulating helicopter trailing
flights; and j
- DIRECTED staff to notify the Pacheco Municipal Advisory
Council, Byron Municipal Advisory Council, and People Over
Planes when meetings on this matter will occur.

ACCEPT REPORT of the Public Works Director regarding alternate training
patterns for Helicopter Adventures, Inc.

III. Reasons for Recommendations and Background:
At the request of the Internal Operations Committee the Director of Public Works has intensified
the search for alternate training patterns for Helicopter Adventures Inc. and an off-site training
area for all helicopters. It is the goal of the Director to identify new flight patterns for training
helicopters that will result in the reduction and if at all possible the elimination of all complaints
regarding training helicopters operating at Buchanan Field Airport. At the same time the Director
and the airport staff will continue their attempts in identifying a feasible off-airport training site.
On February 26, 1993, the Director of Public Works, airport staff, the F.A.A. and Patrick Corr of
Helicopter Adventures Inc. met to discuss alternative helicopter training patterns. At this meeting,
the proposed pattern described in the Internal Operations report was discussed and several other
possible patterns were identified.

III. Reasons for Recommendations and Background (cont'd):
From this discussion several new patterns where proposed that may result in a reduction of
noise impacted areas surrounding the airport. In addition to the northerly pattern identified in
the I.O. Committee report,these patterns included: one pattern where helicopters would operate
primarily within the airport boundaries, a pattern that would overfly the golf course and a pattern
that would operate over low volume industrial areas in close proximity to the airport. By
alternating these patterns with regard to wind direction and runway usage by fixed-wing aircraft
the group believed that noise impact on the community could be significantly reduced. Since
safety must take precedence over noise problems, there is concern over whether current safety
parameters can be maintained with some of the proposed patterns. There is also some current
concern that there may be unacceptable conflict between helicopters and fixed wing aircraft with
the new traffic patterns. FAA tower personnel are working with us to eliminate any conflicts or
patterns which would cause such conflicts or compromise safety. While the new patterns are
be tested, the airport staff will closely monitor noise complaint activity to relate all helicopter
complaints with the specific activity and pattern being flown.
The group also identified two new off-airport training areas that have not been previously
addressed. The airport staff is planning to visit these sites with Helicopter Adventures to review
their potential as training sites. This evaluation will address aeronautical, environmental and
economic issues involved at the sites. The Director of Public Works will oversee this process
to ensure that the review proceeds swiftly.
All parties involved will continue to identify alternatives to the existing conditions regarding
helicopter training at Buchanan Field. Helicopter Adventures along with airport staff will test new
patterns and evaluate the two new potential off airport sites. The F.A.A. will be included in this
ongoing process to ensure that the already safe operation of Buchanan Field Airport will
continue.
It is the desire of all those involved to identify and utilize new patterns that will result in the
reduction of complaints regarding training helicopters operating at Buchanan Field Airport. At
no time will the safety of the community or pilots be jeopardized in achieving this task. At the
same time, the Director of Public Works will continue to work in achieving the ultimate goal of
identifying and developing an off-airport training site.
