The Board received a letter dated March 22, 1993, from the President of the
East Bay Municipal Utility District, informing the Board of Supervisors of their new rate
structure effective April 1 through July 1, 1993.

Dear Supervisor Torlakson:
There has been a great deal of media attention to the East Bay
Municipal Utility District's declaration of an end to its
drought emergency program and the adjustment of drought-based
rates. The misleading impression has been that EBMUD has
increased rates.
Specifically, the program adopted by the District's Board of
Directors maintains the current rates per unit (748 gallons)
for those single-family residential customers using up to 750
gallons per day. This group makes up 95 percent of EBMUD's
residential customers. For the remaining 5 percent, all
drought-related penalties were eliminated. Now, all use over
250 gallons per day will be at $1. 37 per unit--a reduction of
as much as 66.9 percent for customers who have used 1, 200
gallons per day or more.
Those who have been using more than 750 gallons per day will
be able to return to water use closer to pre-drought levels,
without incurring penalties. Still, the $1. 37 second rate
tier will continue to be a reminder that conservation is
. .needed as a long-term effort to meet the water needs of a
growing Past Ray Population.
Multi-family residential and non-residential customers at the
lower end of the water use scale will see no rate increases,
and those at the upper end will enjoy rate reductions of up to
66.9 percent. (Please see enclosed Exhibit 1) .
The new structure will be in effect April 1 through July 1.
EBMIUD's Board will consider a rate adjustment to be effective
July 1 as part of the Fiscal Year 1994 budget discussions.
The District shares many of the fiscal uncertainties of cities
and counties--costly programs imposed by state and federal
government and the threat of lost revenues as the state seeks
to balance its own budget. -

In addition, EBMUD must address costs to repair and restore
facilities as a result of the East Bay firestorm, to improve
seismic safety of existing facilities, and to meet continuing
costs of new federal water treatment regulations that already
have required an increased number of technical employees and
additional expenditures.
I appreciate this opportunity to offer this information on the
District's recent change in rate structure. If you would like
to receive further information, the District will be pleased
to provide a representative to address a future council
meeting if desired. EBMUD will continue to work with you in
these difficult financial times.
