SUBJECT: FY 1993 Emergency Shelter Grant Contract
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development or his designee to
enter into a contract with the . Housing Authority of the County of
Contra Costa providing $49,000 in FY 1993 Emergency Shelter Grant
(ESG) funds . Funds will be used to provide a kitchen, fencing, and
site improvements at the Mountain View Family Shelter.
FISCAL IMPACT
No General Funds are involved.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On March 9, 1993, the U.S. Department of Housing and Urban Development
approved the County' s application for $49,000 in FY 11993 Emergency

Shelter Grant funds . As approved, these funds will be used to provide
a commercial training kitchen ($40,000) , and fencing and site
improvements ($9,000) at the County's Mountain View Shelter for
homeless women and families in Martinez . The County will contract
with the Housing Authority of the County of Contra Costa for this
purpose.
o When complete, the commercial kitchen at the Mountain View
Family Shelter will enable the County to provide job training in
food preparation to homeless shelter residents, increasing the
ability of this population to ultimately achieve economic
independence. In addition, onsite food preparation will
significantly improve the operating efficiency of this shelter
and help to ensure the provision of a nutritious food program
for resident families .
o The existing fence at the Mountain View Shelter is in extremely
poor condition. Safety considerations surrounding the presence
of children at this facility require that this fence be replaced
at the earliest possible time. In addition, plantings,
irrigation improvements, and soil amendments are needed in order
to provide erosion control .
