Request staff from the Community Development Department to write to the Contra Costa Transportation Authority (CCTA) , outlining the issue of whether administrative responsibility for the Paratransit Coordinating Council should rest with the Board of Supervisors or the Contra Costa Transportation Authority and request that CCTA discuss and then advise the Board of Supervisors what the Authority's preference is, both in terms of administrative responsibility and in terms of whether any changes should be made in the composition of the Paratransit Coordinating Council . In this letter, advise the Authority that the Board of Supervisors has also asked for the advice and recommendations from the Authority' s Transportation Advisory Committee and request a response from the Authority prior to the time the next group of terms of office on the Paratransit Coordinating Council expire on June 30, 1993, preferably by June 15, 1993. 3 . Request staff from the Community Development Department to write to the Contra Costa Transportation Authority's citizens ' advisory committee, the Transportation Advisory Committee, outlining the issue of whether administrative responsibility for the Paratransit Coordinating Council should rest with the Board of Supervisors or the Contra Costa Transportation Authority and request that the Advisory Committee discuss and then advise the Board of Supervisors by June 15, 1993 what the Committee's recommendations are, both in terms of administrative responsibility and in terms of whether any changes should be made in the composition of the Paratransit Coordinating Council . 4 . Request staff to agenda a further discussion of this subject for the Internal Operations Committee meeting on June 28, 1993, at which time recommendations will be formulated for the Board of Supervisors on both the administrative responsibility for and composition of the Paratransit Coordinating Council. BACKGROUND: The Board of Supervisors has been asked by the Paratransit Coordinating Council to reappoint those members whose terms have expired, during the time the Board is attempting to determine whether the administrative responsibility for the Council should continue to rest with the Board of Supervisors or be transferred to the Contra Costa Transportation Authority. The above recommendations should assist in resolving this more basic issue, while allowing the Council to function .in the meantime. Pulon, Transportation Planning Division SUBJECT: PARATRANSIT COORDINATING COUNCIL RESPONSIBILITY The following responds to your January 5, 1993 request for background information concerning the County's Paratransit Coordinating Council responsibility, scheduled for Internal Operations Committee discussion on February 22, 1993. The Board of Supervisors established the Paratransit Coordinating Council (PCC)in February 1977 in response to MTC Resolution 468. The Resolution stipulated that: MTC shall request each of the counties in the nine-county San Francisco Bay Area to participate with the Commission . . . in developing effective county-wide paratransit coordinating council for the purposes of using all the available revenues to the best advantage in improving the availability of transportation services for the elderly and handicapped. On January 22, 1990, the Internal Operations Committee addressed a PCC request to approve membership changes to the Council. After discussing the PCC agency responsibility issue, the Internal Operations Committee and Transportation Authority postponed any decisions on the issue until the completion of the Transportation Authority's Paratransit Plan. I have attached a PCC roster for your information. In November 1988, Contra Costa County voters approved Measure C, a 20 year half cent sales tax, to provide transportation revenue of $807 million for highway projects, public transit extensions and improvements, paratransit, bike and pedestrian trails, various TDM programs, local street maintenance and improvements, and the establishment of the Growth Management Program. Of the $807 million, there is a $25 million funding earmark for paratransit services spread out over a 20 year period. The Paratransit Coordinating Council, in conjunction with transportation consultants, funded by the Transportation Authority, developed the Paratransit Plan for improving services to identified special populations as elderly and handicapped citizens. The completed and enclosed Paratransit Plan, mandated by Measure C (1988), contains recommendations and implementation phasing of: I. funding distribution ( Measure-C, TDA, etc.) 2. goals, objectives, and performance monitoring of paratransit services, 3. Paratransit Coordinating Council functions and staffing, 4. paratransit service improvements and consistency for the transportation disabled and able elderly population, and 5. County-wide regional/sub-regional service coordination and consolidation. Recent discussions between my staff and PCC members about the County's responsibility issue yielded two points of view: 1. Among a number of members there is the perception that transferring responsibility is really just a formality concern, having no significant bearing on PCC functions to coordinate paratransit service providers within the county. Having a stronger association with Transportation Authority could attract transportation oriented PCC members to implement the Paratransit Plan, thereby yielding an enhanced position within the transportation community; and 2. Among the social service oriented members there is the perception that the Transportation Authority has been established to focus singularly on transportation issues, and less so on social service issues. These members advocate the status quo because the Board of Supervisors have broader responsibilities and are apt to appoint PCC members that support and champion social service concerns as they relate to parartransit operations and services. RECOMMENDATIONS Transportation Planning staff has no recommendations to the Board on its participation with the PCC but offers the following analysis for consideration. Discussions between Transportation Planning Division and Transportation Authority staff indicated that the Authority Chairman is indifferent about where this responsibility should lie -- whether with the Authority or the Board of Supervisors. The Board's role of appointing members to the PCC has at least two impacts, fiscal and political. The fiscal impact involves County staff support for PCC coordination, which typically has not exceeded one person-month annually (about $10,000) for the past several years. Given the minor nature of staff involvement, its unlikely that withdrawal from the PCC will result in any direct savings to the County since the staff time would be absorbed by other Department responsibilities. The political impact centers on service to the Board's elderly and handicapped constituents. The ability of the Board to improve service to these constituents by making appointments to the PCC is something best determined by Board members themselves. FISCAL IMPACT Currently, the only associated costs are for Transportation Planning Division staff to attend quarterly PCC meetings as an alternate for an appointed Board member, and for the Board of Supervisors to appoint new PCC members.
