Authorize the Internal Operations Committee to interview the applicants for the "Rehabilitation Seat" on the Private Industry Council and return their recommendation to the Board of Supervisors upon completion of those interviews . BACKGROUND: The Board of Supervisors needs to make one reappointment to the Private Industry Council (PIC) for a business position, two backfill appointments to the PIC for business positions and one backfill appointment for the rehabilitation position. All terms expire September 30, 1994, except for one of the business seats, which expires September 30, 1993 . The Executive Director of the PIC recommends the reappointment of Uda Johnson to the PIC as well as the appointment of Steve Giacomi and Christopher Smith to the two business vacancies . There are now three applications for the rehabilitation vacancy. Our Committee would like to interview all three applicants and then make a recommendation to the Board of Supervisors . Miner, Executive Director Private Industry Council SUBJECT: PIC APPOINTMENTS The Board needs to make one reappointment to the PIC for a business position, two backfill appointment to the PIC for business positions and one backfill appointment for the rehabilitation position. All terms expire 9/30/94, except one of the business terms - which expires 9/30/93 . The reappointment is necessary in order to allow Uda Johnson to fulfill her current term as the 93/94 PIC Chair. The business backfill vacancies are a result of the resignation of Karen Bean of Piano Finders, who had to resign due to business commitments and Sandra Norton of Marriott, who had to resign due to promotion to a new position; the rehabilitation backfill vacancy is a result of the resignation of Rich Fidler, who resigned due to a change in employment. The PIC consists of 20 members of the following composition: Business 11 Community Based Organization 1. Education 2 Economic Development 1 Labor 2 Public Employment Service 1 Rehabilitation 1 Public Assistance Agency 1 The Job Training Partnership Act (DTPA) legislation requires the Board make its appointments from among individuals nominated by organizations represented by each category. The composition of the PIC is subject to review by the Governor, who periodically certifies that our PIC is consistent with Federal and State legislation. State legislation requires PIC vacancies to be filled by the Board within 60 days. Attached is a list of business nominees. Staff recommends the reappointment of Uda Johnson, current PIC Chair. Ms. Johnson is a consultant with Bank of America. Staff request appointment consideration be given to Steve Giacomi, SBA Loan Officer of Liberty National Bank. Mr. Giacomi has previously served on the PIC, both as a member and as an officer. With recent amendments to the JTPA legislation, it is felt that his prior experience would be advantageous to the PIC; the PIC Chair has specifically requested his appointment. For the other business position, staff recommends the Board consider Christopher Smith. Although he is officed in San Francisco, Mr. Smith has indicated he can fully participate in PIC activities, he is aware of the time requirements. He was one of two nominees that accepted our invitation to attend our annual luncheon. He would bring to the PIC marketing expertise, an activity that has come to be very important to the PIC program in the current environment. Mr. Smith is also a resident of Concord, which would allow us to meet City of Concord CDBG criteria for the PIC as a policy/oversight committee, criteria that would enhance our ability to compete for small business/economic development funds available from the City of Concord. As an alternative the committee could interview seven of the eight remaining business nominees - Mr. Fishman was previously interviewed by the I/O Committee and it is not recommended that he be reinterviewed. Application solicitation for the rehabilitation position was requested from numerous rehabilitation agencies (see attached list) . Only two applications were received. Joanne Best, Executive Director of Independent Living Resource, who was recommended by Robert Mathews, Regional Administrator for the State Department of Rehabilitation, and Jill Chandler, Director of Rehabilitation Services for Los Medanos Community Hospital. Both appear to have impressive credentials, staff would advise the committee to interview both.
