Martinez, CA 94553 ' FOR: Board of Supervisors , Contra Costa County This is concerning the recent article in the Contra Costa Times whereas the Board of Trustees of the Mosquito Abatement District in Contra Costa County have decided to vote themselves an increase in fees (taxes ) for "vector surveillance" (mosquito control) for every parcel in the county. We have read this article and are opposed to an additional levy for mosquito control in the county as proposed by the Board of Trustees . This is a violation of the spirit, intent and purpose of Proposition 13 . The Board of Trustees , to the best of my knowledge is not an elected body and does not represent the taxpayers of this County. Hence, to vote in a tax increase ( fees) for every parcel in the county without first consulting the electorate (popular vote) is a violation of our rights . I encourage the Board of Supervisors to review this proposal and to evaluate the funding needs and priorities of the Mosquito Abatement District along with the funding needs of other county services before allowing for any increases in fees . The taxpayers of this county can only afford to pay so much in taxes and fees for all government furnished services . Any proposal to separately fund the Mosquito Abatement District should be accompanied by an equal reduction to our current property taxes . Otherwise, this would in effect be double taxation for mosquito abatement . The Board of Supervisors must seriously examine and question the current proposal by the Board of Trustees of the Mosquito Abatement District before any action on "fee increases" is allowed to occur.
