MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: March 23, 1993 SUBJECT: Amend the Consulting Services Agreement with Centennial Civil Engineers, Inc. State Route 4/Bailey Road Interchange Project Project No.: 4460-6X4159 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Public Works Director to execute Contract Amendment No. 2 to the Consulting Services Agreement with Centennial Civil Engineers, Inc., for the design of the State Route 4/13ailey Road Interchange Project in the West Pittsburg area. II. Financial Impact: There will be no financial impact to the County General Fund. This Amendment will be funded by Contra Costa Transportation Authority (CCTA) Measure "C". CCTA's Projects and Programs Committee recommended approval of County's request on March 15, 1993, and CCTA approved the allocation on March 17, 1993. The increase is $1,560,000, for a new contract limit of $6,525,000. III. Reasons for Recommendations and Background: The design has been driven by a schedule in order to accommodate the projected BARTD operation. The schedule has been approved by Caltrans headquarters, and all delivery dates agreed to in advance have been met in order to review, list, advertise, award and start construction of the project by September 1993. Construction is scheduled to be completed by March 1995, and BAATD is scheduled to start patron operation by January 1997. This has been an aggressive schedule with reviews, approvals, permits, and agreements with at least twenty federal, state, local agencies and private corporations. As a result of these reviews, many 'but of scope" project issues surfaced and had to be hastily and expediently resolved in order to meet the schedule. The management of the project has been closely scrutinized,the consultant has been tightly controlled and directed, and all funding being requested has been closely reviewed and approved by the County and CCTA staff. Consequences of Negative Action: Should this request be denied, the design work for the State Route 4/Bailey Road Interchange Project would be delayed until an agreement could be reached. This delay would affect the construction completion date.
