Martinez, Acting Executive Director cc: SUBJECT: AWARD OF CONTRACT FOR ENVIRONMENTAL CONSULTING SERVICES, BRIDGEMONT (ANTIOCH) COMPREHENSIVE MODERNIZATION, COMPREHENSIVE IMPROVEMENT ASSISTANCE PROGRAM (C.I.A.P.), PHASE 913 I. RECOMMENDED ACTION Approve the award of a contract for environmental consulting services to Environmental Science&Engineering, Inc. for the Bridgemont Comprehensive Modernization Project at Bridgemont (Antioch). Total estimated fees and amount of the environmental services contract for this project are$53,431. II. FINANCIAL IMPACT: Funding for this project will be provided through our HUD Comprehensive Improvement Assistance, Phase 913. III. REASONS FOR RECOMMENDATION/BACKGROUND Due to the discovery of lead based paint surfaces and asbestos in some of the building materials at the Bridgemont Housing Development in Antioch,proposals for environmental consulting services were solicited;the basic scope of the consulting services is to monitor the modernization work undertaken by the modernization contractor, MCS Systems, Inc.to insure compliance with Federal and State environmental standards relating to these hazardous components. The Bridgemont Modernization contract work is scheduled to start this month and it is imperative that an environmental consultant be under contract from the start of this work. Four (4) environmental consulting proposals were received and reviewed by staff according to the criteria specified in the request. The top ranked firm for this project was Environmental Science & Engineering, Inc. This consulting contract is funded through HUD's Comprehensive Improvement Assistance Program, Phase 913. The award of this contract to Environmental Science & Engineering, Inc. was recommended by the Housing Advisory Board at its regular meeting on March 15, 1993. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to approve the execution of a contract with Environmental Science &Engineering, Inc.the Housing Authority will experience delays in the completion of its obligations under the Comprehensive Improvement Assistance Program which may put in jeopardy this funding source.
