Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1 C Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $177,800, funded by SB 300 (10%) and Measure C funds (90%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes removal and replacement of the roadway surface, installation of curb ramps at two locations, repair of curb and gutter damaged by tree roots and several storm drain improvements. Improvements to the storm drain system are needed to upgrade existing facilities to current standards. Curb ramps will provide increased accessibility along Baldwin Avenue and Pomona Street. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA Guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. Project Description, Common Name (if any) and Location, BALDWIN AVENUE/GARTLEY AVENUE RESURFACING County File #CP 92-50: The project consists of grinding down (4 inches) the existing pavement. The roadway will then be resurfaced with asphalt and concrete and pavement markers replaced. Approximately 60 feet of curb and gutter on Baldwin Avenue between Pomona and Hartwell Streets will be replaced. The new asphalt concrete will be placed at about the original grade and elevation so as not to alter existing drainage patterns or driveway conforms. 1 Wheelchair ramps are to be installed at several curb returns along Baldwin Avenue. Standard ramps will be used with minor modifications as needed to fit exiting site conditions and/or prevent rain run-off from flowing onto and/or over the ramps. Six State standard wheelchair ramps are identified in this project (exact sites are available for review at the County Public Works Department). A small amount of curb and gutter replacement is planned for two segments along Baldwin Avenue that have been damaged by tree roots or settlement of the subgrade. t The existing non-standard drainage inlets at the intersection of Baldwin Avenue and Pomona Street will be removed and replaced. Approximately 450 feet of 15-inch pipe will be placed between the edge of pavement and the adjacent slope along Pomona Street to convey drainage from both new inlets to a point of discharge just south of the Pomona Street - Winslow Street intersection. At this point, approximately 5 cubic yards of rock slope protection will be used. However, no vegetation will be removed and all work.will be done within the existing right-of-way. Subject project in a residential area on Baldwin and Gartley Avenues, in the Town of Crockett. This project is exempt from CEQA as a: Ministerial Project (Sec. 15268) _ Other Statutory Exemption, Section _ Declared Emergency (Sec. 15269(a)) General Rule of Applicability (Section 15061(b)(3)) Emergency Project (Sec. 15269(b) or (c)) xx Categorical Exemption, Class 1c Section 15301 for the following reason(s): The project will not have a significant effect on the environment. T The streets are cracked, rutted and in general disrepair. The proposed resurfacing is required to restore the two streets to acceptable structural integrity. The project will not result in any expansion of use beyond that previously existing. 1 The project will also upgrade to current standards for existing drainage facilities that are substandard and non-functional. Wheelchair ramps will also be provided at several curb returns to increase accessibility along Baldwin Avenue.
