HomeMy WebLinkAboutMINUTES - 03231993 - 1.63 r 1 -63 ;- Contra TO: BOARD OF SUPERVISORS .,� _ Costa FROM: PHIL BATCHELOR � ` County County Administrator pair^.......•'".Jy c ung DATE: March 9, 1993 SUBJECT: ELECTRONIC RECORDING OF MATTERS OF RECORD IN THE SUPERIOR COURT Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATIONS• Support the adoption of a Rule of Court by the State Judicial Council which would authorize the Superior Courts of this State to use electronic recording to make the record and authorize the Board Chair to send a letter to the Judicial Council indicating such support. REASONS FOR RECOMMENDATION/BACKGROUND: In reviewing various ways to bring increased cost effectiveness to court operations, this office considered the feasibility of utilizing electronic recording (audio and visual) to make the record in Superior Court regarding various Superior Court matters. If possible, this could save considerable court reporter costs. The Superior Court, not only here but elsewhere in the State, believes that authority does not exist to make the record in this electronic manner and that legislation or a California Rule of Court is required. Assembly Member Isenberg apparently is taking the position with the State Judicial Council that legislation is not needed in this area. The Superior Courts, therefore, have asked the State Judicial Council to issue a Rule of Court authorizing such electronic recording. It is anticipated that such a Rule would not be issued earlier than January 1, 1994.
