FINANCIAL IMPACT: Conceptual agreement was reached at a March 4, 1993 summit in Sacramento that the State should participate in camp funding, perhaps at 50% of the cost. Such a move would provide about $700,000 in new revenue to the Probation Department's budget in FY 1993-94. There is also potential for Federal funding assistance in the Omnibus Crime Bill. BACKGROUND: Despite the documented success of juvenile camps and ranches, many counties throughout California face imminent closure of juvenile camps and ranches because of fiscal crisis. In general, juvenile courts have four major choices for treating youthful offenders whom the courts declare as wards: Option Primary Funding Source 1. placement at home on probation County General Fund 2. commitment to a county juvenile hall, camp or ranch County General Fund 3. placement in AFDC-FC group home State/County/Federal 4. commitment to CYA State (continued...) In a report from the Legislative Analyst's Office to the Joint Legislative Budget Committee, the Legislative Analyst's Office recognized that closure of county camps and ranches could result in a significant increase in the ward population and increase costs to the State substantially. The Governor's Budget and the CYA's ward and parole population projections do not account for any reduction of county camp programs. The Chief Probation Officers of California are sponsoring an initiative to secure a partnership of funding with the State which will ensure continuation of the camp program. A letter of support for the initiative (attached) was signed by every member of the Los Angeles County legislative delegation and sent to Governor Wilson. The Chief Probation Officers of California are urging all counties to vigorously support this initiative.
