SUBJECT: Approve Contract Change Order No. 1 for Tracor Applied Sciences, Inc. (AIP 3-06-0050-07)
at Buchanan Field Airport
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE Contract Change Order No. 1 for Tracor Applied Sciences, Inc. and AUTHORIZE the
Public Works Director to sign Change Order. This Change Order is to extend the completion time
of the construction agreement to June 3, 1993, extend the installation and training and the 60-day
operational test to July 2, 1993, and increase payment by $10,781.
II. Financial Impact:
This change order requires an adjustment of$10,781 to the contract price. 90% of the project will
be funded by the Federal Aviation Administration. The local 10% share will be paid out of the
Airport Enterprise Fund..
III. Reasons for Recommendations and Backuround:
The Board of Supervisors approved the proposal for an airport noise monitoring system and-to be
supplied by Tracor Applied Sciences on February 27, 1990. Justification for this Change Order is
to request additional funds to cover the cost of unanticipated complications with some of the noise
monitoring sites, a metal pole, and upgraded computer software. Reasons for requesting an
extension to the contract time includes weather and other unavoidable delays. The additional costs
to be incurred are in addition to what would be required to met the proposal conditions.

Summary of costs changes are as follows:
Site #3 - Stanwell - The additional costs here are due to the conduit through the records building
and down a loading dock to get power and telephone to the pole location. The site was moved 100
feet south to eliminate telephone company charges that were exorbitant at the original site. Site
change involved an additional conduit installation at a cost of $4,868.
Site #5 - Mobile Home Park - A change from wood pole to a more appealing metal pole at this
site involves an additional cost of $2,128.
Software change: The County requested change in software from the originally specified Quatro
to Excel spreadsheets/graphics software.- Added cost is $3,785.
Total cost added to this Change Order is $10,781.
